Civil Enforcement Division, Charitable Activities Section - Attorney-In-Charge

The Oregon Department of Justice is seeking an outstanding leader to be the next Attorney-In-Charge of the Charitable Activities Section of the Civil Enforcement Division.  This position is Portland-based with opportunities for working remotely on a hybrid schedule. 

The Charitable Activities Section is responsible for administering the Attorney General’s oversight authority over charities and protecting the public’s interest in charitable organizations and their assets.  The section uses a multifaceted approach to accomplishing its mission: maintaining a system of charitable registration and financial reporting; educating the public and charities about legal requirements; and conducting investigations and taking enforcement action when necessary.  The section also administers licensing requirements for nonprofit gaming.

The AIC is responsible the daily operations of each of these program areas. The AIC works closely with the Section’s Chief Investigator to manage a team of administrative specialists, investigators, and attorneys.  The AIC will get to both manage a regulatory program and litigate enforcement cases. The AIC will develop an understanding of the systems used to track compliance with registration and reporting requirements.  The AIC also interprets legal requirements and makes policy decisions with respect to the charitable registry. Charitable oversight intersects with many different areas of the law and financial data is often central to the section’s cases—a broad legal background and some financial experience is helpful. 

The AIC will coordinate with Civil Enforcement Division leadership as well as the Office of the Attorney General. The AIC will have the opportunity to influence enforcement decisions through selecting cases and developing investigative and legal strategies. The AIC also assists in responding to frequent media and public records inquiries and may also interact with legislators and their staff.

Required

  • Active membership in good standing with the Oregon State Bar by the time of appointment.
  • At least five years of civil litigation or regulatory experience in the last ten years.
  • At least five years of experience in leadership roles (e.g., first-chair attorney leading teams toward trial, practice group lead, Assistant Attorney-in-Charge, etc.) Prior management experience is a plus.
  • Ability to lead and motivate teams, make critical decisions, and remain calm under pressure.
  • Ability to execute the goals and priorities of the Attorney General through management of operations, people, and their work.
  • Commitment to fostering diversity and professionalism in the workplace and creating a positive work culture.
  • Excellent legal, analytical, negotiation, research, writing, and public speaking skills.
  • Experience with interpreting, explaining, and implementing complex laws and rules.
  • Experience directing and evaluating program performance, prioritizing responsibilities, assessing business needs, and coordinating the activities of supervisory, professional, and administrative staff.
