University FOIL and Records Access Paralegal
POSITION DETAILS
The City University of New York (CUNY) is seeking an experienced Paralegal to perform essential and confidential paralegal work supporting the University FOIL and Records Access Officer (UFRAO) and administrative duties supporting crucial office operating functions. Under supervision, the University FOIL and Records Access Paralegal assist the UFRAO with complex, confidential, and time sensitive, FOIL and Records Access matters affecting the University and its colleges.
Reporting to the UFRAO, the Paralegal performs significant paralegal duties and administrative support. The Paralegal will assist the UFRAO with requests for access to public CUNY Central Office records made under the New York State Freedom of Information Law (“FOIL”) and on matters related to the retention and disposition of records at CUNY Central Office. Other duties include, but will not be limited to the following:
• Review FOIL requests for access to CUNY Central Office public records and ascertain the existence of requested public records.
• Review records for responsiveness.
• Perform legal research.
• Propose redactions of confidential information in records.
• Draft responses for FOIL requests.
• Monitor and update GovQA as needed.
• Work collaboratively with university staff concerning FOIL requests and matters related to the retention and disposition of records.
• Liaise with The Office of Strategy and Policy Implementation, The Office of the General Counsel, and college Legal Affairs Designees as needed.
• Perform administrative duties, including, but not limited to scheduling meetings and conferences.
MINIMUM QUALIFICATIONS
• Bachelor’s Degree and four years of paralegal or legal assistant work experience required.
• Legal research, writing, analytical, and problem-solving skills.
• Ability to organize and analyze large volumes of information and documents.
• Ability to perform administrative duties including but not limited to scheduling in-person and virtual meetings, managing calendars, and responding to phone calls and/or e-mails.
• Accurate, detail, and solution oriented.
• Strong organizational skills.
• Adaptable to changing priorities, managing competing demands, and meeting deadlines.
• Strong interpersonal communication and presentation skills.
• Computer proficiency using online legal research, Microsoft Office programs, OneDrive, and virtual meeting/conferencing and collaboration tools such as Teams and Zoom.
PREFERRED
• Four years of paralegal or legal assistant work experience supporting FOIL or document review in a college, in-house legal department, law firm, government agency, or non-profit organization.
• Paralegal Certification.
• Proactive, flexible and collaborative work style with strong interpersonal communication and presentation skills to foster successful relationships with diverse campus and University staff, as well as external constituents.
• Strong organizational and project management skills to effectively coordinate and execute complex legal processes and activity.
