Job Description

Job Summary:

The purpose of this position is to record and document all steps in judicial procedures. This is accomplished by providing clerical, administrative, and customer service support to the Municipal Court; processing court documents, citations, and payments; maintaining accurate case records; preparing reports and orders; and ensuring compliance with applicable court procedures, Texas law, and security requirements.

Reporting Relationship:

Reports to the Assistant City Manager

Supervisory Responsibilities:

None; however, exercises autonomy and sound judgement over tasks as assigned

Essential Duties & Responsibilities:

  • Court Administration: Prepare and maintain court documents, assemble court dockets, and assist with arraignments, hearings, trials, and other court proceedings as needed.
  • Record Keeping: Maintain accurate records of citations, Class C misdemeanors, traffic violations, warrants, bonds, payment plans, deferred dispositions, defensive driving cases, and other municipal cases; track case status and update case management systems.
  • Financial Duties: Collect fines, fees, and court costs; issue receipts; balance cash drawers; reconcile payments; process deposits and refunds; and maintain related transaction records and reports.
  • Legal Support: Prepare subpoenas, notices, summonses, warrants, and other court forms; assist with jail dockets, compliance matters, community service paperwork, and other routine case processing.
  • Communication: Respond to inquiries from the public, city staff, attorneys, law enforcement, and other agencies regarding court procedures, case status, payments, and related matters.
  • Administrative Tasks: Process daily mail; scan, file, copy, and distribute documents; maintain office supplies; schedule court appearances; and perform related clerical duties as assigned.
  • Reporting: Compile routine reports, logs, and statistical information related to court activity and case processing.
  • Compliance: Maintain compliance with applicable Texas statutes, municipal court policies, CJIS/security requirements, confidentiality standards, and court procedures.

Required Knowledge, Skills & Abilities:

  • Knowledge of court operations, office procedures, recordkeeping methods, and municipal court processes, or ability to learn basics within six months.
  • Knowledge of applicable Texas municipal court laws, rules, procedures, and compliance standards.
  • Strong communication, writing, customer service, organizational, and time management skills, with attention to detail and the ability to multitask.
  • Ability to follow established policies and procedures and apply sound judgment in routine matters.
  • Ability to work in a fast-paced environment with tact, professionalism, and discretion.
  • Ability to maintain confidentiality and handle sensitive information appropriately.
  • Ability to process payments accurately, maintain organized records, and manage multiple tasks and deadlines.
  • Proficiency in computer systems, legal software, and office equipment; familiarity with legal terminology and court procedures preferred.
  • Ability to exercise and maintain calm and collected demeanor and engage in conflict resolution with the public, city staff, attorneys, law enforcement, and others.

Education & Experience:

  • High school diploma or GED .
  • One to two years of clerical, customer service, cash-handling, or municipal court experience preferred, or an equivalent combination of education and experience.
  • Must have, or be able to obtain, and maintain any required Texas municipal court training and certifications applicable to the position, including training through the Texas Municipal Courts Education Center (TMCEC) or other training required by the City or State within one year of starting in this position.
  • Fluency in Spanish and English preferred.

  • Standard office equipment, computer, printer, copier, scanner, telephone, cash receipt system, and related municipal court software.

  • Ability to sit or stand for extended periods.
  • Frequent use of hands for keyboarding and operating a mouse.
