Description

The Office of the Attorney General is seeking an experienced attorney to serve as Assistant Deputy Principal Counsel for the Maryland Aviation Administration (MAA), a modal administration of the Maryland Department of Transportation (MDOT). MAA owns and operates Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall) and Martin State Airport. BWI Marshall is Maryland’s sole air carrier airport, serving approximately 22 million passengers annually, while Martin State Airport functions as a general aviation reliever airport and hosts the Air National Guard, police helicopter operations, and other aviation activities. 

The MAA legal office is led by the Deputy Principal Counsel Chief and includes one Assistant Deputy Principal Counsel, and four Assistant Attorneys General. The legal team is supported by an Administrative Officer III and Administrative Assistant II. This role offers the opportunity to provide legal guidance in a fast-paced, high-impact environment. MAA attorneys advise and represent the Administration on a wide range of matters, including procurements, contract disputes, commercial transactions, concession activities, real estate, environmental issues (such as noise and aircraft deicing), public finance, and personnel actions.  
 
The Assistant Deputy Principal Counsel will have supervisory responsibilities, assisting the Deputy Principal Counsel with office management, coordinating and assigning legal work, and ensuring timely completion of projects. In addition, this position involves conferring with attorneys on strategy and substance while managing an independent docket of advisory, transactional, and litigation matters. Experience: The ideal candidate will have a minimum of seven years of legal experience as an attorney, including three years of experience supervising attorneys. Applicants must also have excellent written and verbal communication skills and strong organizational skills. Maryland Bar or ability to waive in is required. State or public procurement, airport/aviation law, bonds/finance, personnel, and litigation experience is preferred. The selected candidate must successfully complete a Federal Aviation Administration security background investigation to obtain an airport security identification badge. The office is located inside the BWI Marshall airport terminal.
