Position Overview

Under the Director’s Office - Legal Bureau, the Technical Advisor completes special projects related to training, patrol, and Statewide 911 as delegated by the Deputy Chief Legal Counsel or other Senior Command. They review the legal sufficiency of forms, documentation, and electronic information on the Department’s website or otherwise made available to the public. Technical Advisors make recommendations to the Deputy Chief Legal Counsel and Senior Command regarding changes to relevant work unit operations and workflow processes. As assigned by the Deputy Chief Legal Counsel, they prepare suggested amendments to statutes and administrative rules, coordinating with the Illinois State Police Office of Governmental Affairs or the Joint Committee on Administrative Rules to recommend and review proposed language. They also serve as liaisons with the Attorney General’s Office on civil cases, including but not limited to those involving training; proactive enforcement of criminal and traffic laws; and Statewide 911, telecommunications, emergency radio equipment and communications systems, and emergency vehicles and safety equipment.

Essential Functions
  • Serves as a Technical Advisor in the Illinois State Police Legal Office; serving as a subject matter expert on legal issues impacting the operations of the Department, which includes but is not limited to training; proactive
    enforcement of criminal and traffic laws; and Statewide 911, telecommunications, emergency radio equipment and communications systems, and emergency vehicles and safety equipment.
  • Performs legal research and provides legal interpretation on an assigned area of legal expertise, which includes but is not limited to training; proactive enforcement of criminal and traffic laws; and Statewide 911, telecommunications, emergency radio equipment and communications systems, and emergency vehicles and safety equipment to ensure operational compliance with existing law.
  • Advises and meets with the Chief Legal Counsel and Senior Command to provide for the evaluation of proposed operational or workflow process changes.
  • Participates in meetings with the Chief Legal Counsel and Senior Command to provide legal analysis on proposed rules and legislation.
  • Manages a litigation portfolio on behalf of the Department as assigned by the Deputy Chief Legal Officer.
  • Performs other duties as assigned or required as enumerated in the duties above. 
Minimum Qualifications
  • Requires graduation from a recognized law school.
  • Requires possession of a valid license to practice law in Illinois.
  • Requires two years’ professional experience in the practice of law. 
Preferred Qualifications
  • Prefers two (2) years of experience with legal research and writing.
  • Prefers one (1) year of experience drafting, researching, or analyzing legislation.
  • Prefers one (1) year of experience with the administrative rulemaking process in Illinois.
  • Prefers one (1) year of experience assisting with civil rights litigation as a licensed attorney especially as it relates to use of force, false arrest, or other law enforcement related issues.
  • Prefers one (1) year of experience with preparing and/or delivering training on statutory or regulatory provisions as they pertain to the operations of a work unit.
  • Prefers one (1) year of experience with analyzing operational efficiencies to include workflow analysis.
  • Prefers one (1) year of experience with the Emergency Telephone Systems Act. 
Conditions of Employment
  • Successfully pass Illinois State Police background investigation.
  • Successfully pass Illinois State Police drug screen.
  • Requires a valid Driver’s License and the ability to travel.
