If selected for this position, you will join a well-respected team in the Personnel Operations Unit in the Human Resources Section of the Administrative Division of the United States Attorney's Office for the District of Columbia that is responsible for providing personnel services to include recruitment and placement, selection and merit promotion, position classification and position management, employee benefits, employee relations, personnel security, and other special program functions.
Typical work assignments will include:
- Applies knowledge of Human Resource systems to provide guidance and assist Human Resource Assistants in processing personnel actions, reviewing personnel actions, determining benefit eligibility and creditable service, following-up on suspense actions, and resolving data entry problems.
- Establishes adequate Human Resource quality-control measure to ensure timely and accurate personnel action processing.
- Ensures new actions and corrective actions are keyed accurately and within established guidelines.
- Monitors and updates PTS and NFC to ensure accuracy and troubleshoots any problems in both databases.
- Develops, runs and monitors system reports, including tickler reports.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
To qualify at the GS-09 level, you must possess:
Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing (4) out of the (5) duties listed below:
- Processing and reviewing personnel action requests accurately in a timely manner;
- Processing personnel actions in automated processing systems utilizing data elements;
- Maintaining electronic personnel files;
- Utilizing knowledge of benefits and position management in processing actions;
- Developing and monitoring reports.
Education: One of the following types of education in a related field (e.g., Criminal Justice, Computer Science, Law, Information Technology): a master's degree or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree; OR LL. B or J.D., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Combination of Experience and Education: Graduate level education can be used if, when combined, are equivalent to 100% of the qualification requirement. Only graduate level education in excess of the first full year can be used in this calculation. To calculate your percentage of graduate education, first determine the total number of graduate level hours that exceed 18 semester hours (or your school's definition of one year of
graduate study), then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of specialized experience, divide the total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%.
To qualify at the GS-11 level, you must possess:
Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (4) out of (5) the duties listed below:
- Providing technical support to employees, supervisors, and managers regarding HR quality control and information/data processing function;
- Providing coordination and guidance on processing personnel actions in automated processing systems utilizing data elements;
- Determining benefit eligibility and personnel actions to be processed and/or resolved;
- Resolving data entry problems and recommend resolutions;
- Planning, developing, administering and implementation of personnel records management.
Education: Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university that provided the knowledge skills, and abilities necessary to perform this work. Note: You must submit a copy of your college transcripts (unofficial or official) to support your claim.

Combination of Experience and Education: Combination of specialized experience (less than one year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (unofficial or official) and your resume must explicitly indicate how you meet the experience to support your claim.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
