Duties
The position is located in the Human Resource Management Division (HRMD), Bureau of Prisons (BOP or Bureau). The mission of HRMD is to oversee the development, implementation and administration of Human Resource (HR) policy and programs to address the needs of Bureau employees covering all areas of HR management. The Branch Chief, Position & Organizational Design, serves as the Bureau's executive responsible for national program direction, governance, and strategic alignment of all classification, organizational alignment, and organizational strategy programs. Provides senior leadership and ensures these programs operate cohesively, effectively, and in full compliance with federal law, OPM standards, Bureau policies, and strategic human capital objectives. The Branch Chief reports directly to the SES Senior Deputy Assistant Director for Human Capital Operations, and functions with wide latitude in determining program priorities, establishing national policy, and directing Bureau-wide initiatives.

To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Led national classification, position management, and organizational design programs, ensuring all Bureau positions were classified accurately, consistently, and in line with OPM standards. Managed the development of standardized position descriptions, classification reviews, crediting plans, and evaluations to make sure duties and structures supported mission needs. Oversaw Bureau-wide workforce structure efforts, including organizational charts, staffing models, functional statements, and drug-test designations, ensuring structural alignment across all institutions. Directed organizational design projects such as structural assessments, redesign proposals, reorganizations, and realignments to maintain an efficient and mission-ready workforce structure. Provided national guidance on classification standards, workforce planning, RIF strategies, and organizational design policy, ensuring HR offices applied rules accurately and consistently. SALARY RANGE: The salary range for this announcement reflects Kansas City-Overland Park-Kansas City, MO-KS GS-15/01 $150,359 to highest GL-15/10 Washington-Baltimore-Arlington, DCMD-VA-WV-PA $197,200.
