Job Description

The primary purpose of this position is to serve as a senior center attorney and principal legal advisor for acquisition matters regarding technical data rights, intellectual property, acquisition risk management, data acquisition management, depot maintenance, supply chain management, software engineering, and sustainment readiness.

Duties Provides subject matter legal and business advice to the Air Force Sustainment Center senior leaders and staff. Provides coordination and oversight with Air Force Sustainment Center subordinate units and legal offices. Provides expert counsel regarding the formation, negotiation, administration, and termination of contracts and other legal agreements under applicable laws and regulations. Serves as a senior attorney and subject matter expert in data rights and intellectual property matters. Advises Senior Leaders regarding legal and business strategies to advance sustainment operations and partners with them to develop strategies, policies, processes, training, and guidance for implementation. Performs other legal duties as assigned by Staff Judge Advocate. Salary

Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. Note: Attorneys performing duties in GS-15 positions are expected to perform with substantial independence, even when working on the most complex or difficult matters: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of laws, regulations, precedents and procedures related to Federal Government contract law, with a special emphasis as Subject Matter Expert for Intellectual Property, Data Rights and Technology Licensing support. 2. Ability to effectively interpret and apply law, concepts, and recommend changes in legislation, policy, or regulations. 3. Ability to effectively communicate, both orally, and in writing. 4. Ability to direct, coordinate, and review the concentrated efforts of teams of personnel from the legal, requisition, program management, engineering, logistics, and other career fields. 5. Ability to recognize and appropriately handle issues of precedent setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest. 6. Skill in performing extensive legal research and analysis in the complex area of partnering law with little precedence. 7. Skill in presentation of and in opposition to evidence and arguments made in third party proceedings, and in negotiating techniques to to protect the client partnering initiatives. 8. Skill in writing sound and persuasive memorandum, briefs, reports, plans, and pleadings. 9. Skill in representing and advocating for the Air Force with Congressional delegates and other personnel at all levels of the Federal Government. 10. Ability to mentor, assist, train less experienced attorneys as well as commanders, managers, operators, and personnel specialists in the evaluation of complex legal issues relating to federal acquisition laws, regulations and policies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education ARE YOU USING YOUR EDUCATION TO QUALIFY? The SF-50, block 24 must contain "1" or "2" AND block 34 must be a "1". Employees eligible under an OPM approved interchange agreement, block 34 may contain a "1" or "2". Promotion Consideration: If you wish to be considered as a promotion candidate and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one-year time-in-grade requirements. You will need to provide additional SF-50s which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-Grade, Grade/Range Increases, and SF-50s with an effective date more than one year old). ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following: Name/Rank/Grade of Service Member Branch of Armed Forces Dates of Active Service (Start and End Date(s) Expected Date of Discharge/Release from Active Duty Terminal leave start date (if applicable) Expected character of service/discharge and type of separation (i.e. separation or retirement) Must be certified within 120 days of anticipated discharge Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
