Job Description

The Program Analyst (Acquisition) is in the Administrative Office of the U.S. Courts, Department of Technology Services, Cloud Hosting and Networks Office (CHNO). CHNO provides information technology services to AO directorates, the court community, and federal Judiciary partners.

Duties

The Program Analyst (Acquisition) serves as a budget analyst, accomplishing a range of complex, expert assignments including financial analysis, planning, programming, budgeting, and executing the Cloud Hosting and Networks Office (CHNO) budget. The incumbent also provides contract oversight and audits contracts servicing CHNO's IT services portfolio. The Program Analyst reports directly to the CHNO Office Chief.

The duties of this position include, but are not limited to:

  1. Formulating and executing CHNO's budget and providing advice and guidance to CHNO leadership on the budget formulation and execution process.
  2. Preparing and executing budget presentations and financial plans.
  3. Providing authoritative information on changing or conflicting budget, fiscal, and program guidelines and conditions.
  4. Providing support to CHNO management to resolve budget and financial issues.
  5. Advising senior leaders and program managers on changes in funding levels resulting from budget actions.
  6. Developing, implementing, and interpreting broad supplemental policy guidance in preparing multiyear annual program plans, funding estimates, and schedules.
  7. Coordinating with all levels of management and professionals within and outside the agency to resolve problems identified from the integration and correlation of budget and financial systems information, administrative funds control, and periodic reporting for federal budget activities.
  8. Collaborating with other Department of Technology Services Contracting Officer's Representatives, vendors, the Resource Management Branch, and other CHNO divisions on improving and streamlining acquisition budget formulation and execution processes across the department.

  • $75,025 - $160,920/year

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience must demonstrate ALL areas defined below:
  1. Formulating executing, reviewing, evaluating, and justifying resource requirements for complex programs.
  2. Applying accounting and/or finance technical skills and using analytical software tools.

Desired but not required.
  1. Experience with public cloud service contracts, such as Microsoft Office 365 and Azure Active Directory, Amazon Web Services.
  2. Experience with multiple IT contractors part of an integrated IT program, such as IT support and IT HW/SW contracts
