Job Description
Reports directly to General Counsel and has primary responsibility for major legal functions including federal employment and workers compensation litigation, adverse action, Equal Employment Opportunity (EEO) hearings, labor law advice, and counsel to senior Exchange managers.

Job Qualifications
Professional law degree (Juris Doctorate/JD) from a recognized and accredited law school. Member in good standing with the bar of a state or the District of Columbia. Twelve years of combined experience as either an attorney in the Exchange Office of the General Counsel (OGC), hearing examiner, or with a private law firm or an in-house legal department with at least five years of supervisory experience. A minimum of five years at the executive level is required. Associate must successfully complete the Health Insurance and Portability Accountability Act of 1996 training, course code 249F, concerning the handling of personal health information as required by the Health Insurance and Portability Accountability Act (HIPAA) guidelines within three months of occupying the position. Until training has been completed, the associate may not perform any duties relating to personal health information.

  • Major Duties
    Provides legal review of proposed labor law related and personnel actions including investigations and terminations of employment.
    Reviews, approves, and manages personnel actions. Supervises and develops the paralegal, Attorney I, and Attorney II staff.
    Represents the Exchange in various settings including federal employment and workers compensation litigation, Equal Employment Opportunity (EEO), and adverse action hearings. Assists the Department of Justice (DOJ) and U.S. attorneys when representing the Exchange in federal litigation.
    Reviews statutory, regulatory, and policy guidance on labor law issues and advises on compliance efforts. Approves changes to ongoing or proposed regulations, including Department of Defense (DoD) policy changes.
    Reviews and approves budget and related administrative matters. May have program responsibilities as part of duties.
    Performs other duties as assigned.
