About the Position: This position is located at HQ U.S. Army Contracting Command, Office of the Commander, Redstone Arsenal, AL 35898. A recruitment or relocation incentive may be authorized if determined to be in the best interest of the Government. If you are currently serving in a permanent, competitive service appointment in the Federal service, and are selected for this position, the appointment will remove you from the competitive service while you occupy this position.
Duties- Provide acquisition policy guidance, counsel, and support to senior ACC officials and MSCs for major and non-major procurements.
- Provide oral and written advice regarding unique issues concerning pre and post award contract matters based upon statutes, regulations, Court, Comptroller General, and Administrative Board decisions, and DOD, Army, and AMC policy directives.
- Serve as the Office of Chief Counsel's legal representative on source selection activities, assisting and advising dedicated attorneys assigned to source selection evaluation boards.
- Utilize a thorough knowledge of acquisition law, fiscal law, GAO and Armed Services Board of Contract Appeals precedent, organizational conflicts of interest, procurement integrity, and ethics laws and regulations.
- Provide advice and response concerning the Freedom of Information Act and the Privacy Act as it relates to government contracting.
- Support ACC's coordination with the Department of the Army, the Department of Justice and other civil and criminal investigative agencies in cases related to procurement improprieties and fraud.
- Provide advice and counseling on international law issues affecting contracting operations.
