SALARY GRADE: Grade 17

The North Carolina Administrative Office of the Courts, Fiscal Services Division, is seeking a qualified individual to perform general accounting and financial reporting related tasks related to payroll and has to ensure that the payroll records are accurate, timely, reliable, and follow all applicable laws and regulations. The primary purpose of this position is payroll and benefit administration and related reporting for the Judicial Branch for more than 7200+ employees and payroll deductions related to benefit deductions.

Duties include but are not limited to the following:

  • Compile and calculate special reports involving calculations for leave, employee benefits, deductions, etc.
  • Correct overpayments.
  • Process mortgage verifications, SSA forms, verification of employment, loss of wages, and retirement calculations.
  • Research and resolve various payroll questions from employees.
  • Prepare various letters and memos for a variety of payroll issues for documentation and notification purposes.
  • Process and mid-month payroll, i.e., temporary, overtime, and holiday premium pay.
  • Reconcile accounts for deductions for garnishments which may include the IRS, NC Revenue and garnishments for county, bankruptcy, child support, city, and Hospital and Education Assistance Loan.
  • Request funds for monthly payroll and prepare monthly payroll distribution. Provide cash projections.
  • Process payroll and travel reimbursement for Emergency Judges.

This position will report to the Financial Officer. Work hours are from 8:00 AM - 5:00 PM, Monday-Friday. Alternate work arrangements, including remote/hybrid work are available at management discretion.

Qualifications

Knowledge, Skills and Abilities / Competencies

Knowledge of: the Judicial Branch and operations; the Beacon payroll system; NC General Statutes and the North Carolina Administrative Office of the Courts (NCAOC); Federal and State tax rules, regulations, policies, and procedures; payroll transactions; and necessary requirements for reporting and compiling payroll data and reports.

Skills in: reviewing and auditing financial data to determine accuracy and compliance with agency, state, and federal rules and regulations; proficiency with the North Carolina Accounting System (NCAS), Information Expert, XTND, and Microsoft Office.

Ability to: reconcile and resolve problems of a payroll nature and give appropriate guidance; interpret and apply laws and regulations pertaining to payroll records management; operate SAP software; maintain effective relationship with judicial employees, managers, insurance carriers, and other government agencies, and the public; and exercise judgment and discretion in analyzing and resolving.

Minimum Education and Experience Requirements

Bachelor's degree in accounting, business administration or related field; or an associate degree in a related field of study plus two years of payroll experience or related accounting work, preferably in a government agency; or an equivalent combination of education and experience.

Management prefers candidates with North Carolina Financial System experience and Fiori/Beacon payroll experience.
