NCTA seeks a Vice President and Associate General Counsel to lead NCTA governmental and public advocacy on spectrum and wireless issues; provides legal support for the Association and member companies on spectrum, wireless, and other issues before government agencies and courts.
Essential Functions:
- Leads NCTA advocacy efforts on spectrum and wireless issues before the Federal Communications Commission (FCC) and other government agencies.
- Primary NCTA contact with member companies and CableLabs on spectrum and wireless issues, and leads weekly member strategy call.
- Supervises outside counsel and serves as primary NCTA contact on spectrum and wireless court proceedings.
- Speaks on behalf of NCTA on spectrum matters at conferences and government workshops.
- Advises NCTA Congressional team on pending legislation, drafts Congressional testimony, and meets with Congressional offices on spectrum and other issues.
- Provides policy, legal, and technical analysis to members to drive consensus among the cable industry and other stakeholders.
- Coordinates policy strategies with cable representation at domestic and international standards-developing organizations.
- Drafts comments and advocates before government agencies on non-spectrum matters as assigned.
- Works closely with NCTA, CableLabs, member companies, and third parties to develop technical studies and analysis to bolster policy arguments.
- Develops strategies to address public policy issues of competitive importance to the cable industry on spectrum and wireless policy and other issues as assigned.
- Supports Media Relations on matters related to expertise.
- Represents the Legal Department at meetings and conferences alongside SVP and other attorneys.
- Performs other duties as assigned.
Background/Skills/Abilities Preferred:
- J.D. (Juris Doctorate) degree from an accredited law school.
- Active status licensed attorney in any state or District of Columbia; eligible to be admitted to D.C.
- Previous legal experience focused on spectrum/wireless issues.
- Previous regulatory, advocacy, research, or analytical experience involving broadband, video, telecommunications, Internet companies, policy organizations, or think tanks required.
- Significant experience in drafting and reviewing legal memoranda; analyzing complex legal and factual issues; and performing substantive legal research.
- Excellent written and oral communication skills.
- Ability and willingness to handle a variety of tasks across a broad range of substantive areas and to learn new areas quickly.
- Excellent analytical, problem-solving, and decision-making skills.
- Clear communicator and engaging public speaker with excellent legal and general writing skills.
- Exceptional interpersonal skills; capable of building and cultivating strong relationships with internal clients and external parties.
- Strategic thinker with the ability to assess complex problems and propose solutions.
- Self-motivated and results-oriented; willing to roll up sleeves and execute.
- Possesses unquestioned integrity and ethics, a high level of professionalism and the ability to maintain confidentiality.
- Comfortable using collaboration tools, databases and video conferencing tools.
- Ability to travel periodically.
