Job Description

Position Summary: The Policy Counsel manages NAF’s policy and advocacy work, representing NAF and its members at the federal and, to a limited extent, state levels. The Policy Counsel participates in numerous coalitions with partner organizations, monitors legislative and regulatory developments that may affect abortion access, and identifies opportunities for NAF members to engage in advocacy. The Policy Counsel also assists the CLO and other members of the Legal Department with ongoing legal and compliance work.
 
Essential Duties and Responsibilities:
  • Represents NAF and its members in a wide array of coalitions.
  • Identifies opportunities for NAF to sign onto advocacy letters and endorse legislation.
  • Monitors federal regulatory developments and drafts comments on behalf of NAF.
  • Participates in meetings with White House and federal agency officials regarding policy affecting abortion access.
  • Reviews and drafts legislation; drafts and submits testimony for congressional hearings; participates in briefings for Hill staff; advocates with congressional offices around legislation and executive and judicial nominees.
  • Activates membership to advocate around legislative and regulatory matters affecting abortion providers.
  • Engages with other health care specialty societies to de-stigmatize abortion care.
  • Identifies opportunities for NAF to lead or join amicus briefs in litigation matters.
  • Drafts weekly updates for staff and monthly updates for members on policy and legal developments.
  • Liaises with NAF Security team on legal and policy resources relating to the FACE Act and other laws and regulations affecting provider safety.
  • In collaboration with communications staff, provides expert commentary to media, participates in media briefings, and draft and contribute to op-eds and other publications, as relevant.
  • Assumes responsibility within the role to foster a culture of equity, inclusion, belonging, and accountability.
  • Performs other duties as assigned.
Qualifications, Knowledge, and Skills Required:
  • Juris Doctor and admission to practice in at least one (1) U.S jurisdiction.
  • Minimum five (5) to seven (7) years’ experience in non-profit advocacy or legal work.
  • Experience on Capitol Hill, work in federal agencies or prior federal policy and advocacy experience a plus.
  • Experience in reproductive rights, civil rights, human rights, and/or health law or policy strongly preferred.
  • Ability to translate complex federal statutes, regulations, and policies into accessible communications for diverse audiences including lawmakers, litigators, advocates and coalition partners, media, and the public.
  • Ability to manage multiple projects simultaneously and independently without extensive supervision.
  • Ability to be flexible and adjust priorities as necessary to adapt to changing external environment.
  • Ability to work collaboratively within NAF and with outside partners.
  • Strong writing and verbal communication skills.
  • Proficiency in Microsoft Office applications (Excel, PowerPoint, Word, Outlook).
  • Must reside in the DC metro area to enable attendance at in-person meetings on Capitol Hill and at federal agencies.
  • Ability to work effectively with diverse groups and strong commitment to abortion access, NAF’s mission, and organizational values of diversity, equity, inclusion, and antiracism.
ADA Specifications:
  • Normal demands associated with an office and primarily remote-based work environment. 
  • Ability to work on a computer for prolonged periods.
  • Ability to communicate with individuals by telephone, email, face to face, and via video conferencing technologies.
  • Ability to travel to support business needs.
