The Los Angeles County Employees Retirement Association (LACERA) administers and manages the more than $80 billion retirement fund for the County of Los Angeles. ABOUT THE POSITION
The position is located in the Legal Office of the Los Angeles County Employees Retirement Association (LACERA).  The role of the Legal Office is, in part to provide transactional legal support to the Investment office to generate the funds necessary to pay out pension benefits. The Legal Division is comprised of a Chief Counsel, Senior Staff Counsels, Staff Counsels, Legal Analysts, and Legal Secretaries. Legal staff work in one of four sections: Litigation and Employment, Investments and Commercial Transactions, Benefits, and Disability.  

The Investments and Commercial Transactions Section of the Legal Division is responsible for providing legal support to LACERA's Investment Office, including reviewing, drafting, and negotiating agreements with investment managers and advisors, custodians, and consultants relating to institutional investments in the areas of real estate, credit, equities, real assets, hedge funds, and private equity.   The Group also provides legal support to other divisions within LACERA such as Administrative Services, Member Services, Human Resources, Systems, Internal Audit, and the Executive Office in the areas of commercial contracts, risk assessments, vendor management, and Public Records Act requests.  

VACANCY INFORMATION: The current vacancy is in the Investments and Commercial Transactions Section of the Legal Division. The resulting eligible register can be used to fill both current and future vacancies throughout the Legal Division.

WORK SCHEDULE: This full-time position is required to work a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday). LACERA offers a hybrid work environment, and this position may be eligible to telework up to three (3) days per week depending on the needs of the Legal Division and LACERA.

REQUIREMENTS

SELECTION REQUIREMENTS

Two (2) years of increasingly responsible legal secretary experience working in a law office or similar legal environment in the public or private sector. 


KEYBOARDING SKILL: 40 net words per minute**


PHYSICAL CLASS II – Light: Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

ADDITIONAL INFORMATION

DESIRABLE QUALIFICATIONS:

  • Bachelor's Degree from an accredited college or university. *
  • Demonstrated experience providing administrative support in connection with investment transactions, such as signature gathering, calendaring, managing due dates and reminders to ensure timely completion of tasks and team projects. 
  • Demonstrated experience working with agreements and other legal transactional documents, including creating templates and tables of contents, formatting, editing, proofreading, redlining, redacting, tracking versions, and finalizing agreements and signature pages.
  • Demonstrated experience maintaining and updating logs and spreadsheets, sorting and organizing large volumes of data and creating complex spreadsheets from scratch.
  • Demonstrated experience reviewing and processing legal invoices, including ensuring compliance with approved rates and budgets.
  • Demonstrated experience drafting engagement letters based on budget proposals and circulating for execution. 
  • Demonstrated experience maintaining corporate minute books and spreadsheets and organizing records.
  • Demonstrated experience processing correspondence, accurately routing incoming mail and handing outgoing mail to ensure timely arrival.
  • Demonstrated experience establishing and maintaining paper and electronic files and filing systems in compliance with applicable procedures and policies.
  • Demonstrated experience working with Microsoft Word, including tracking changes, creating table of contents, and conversion from pdf to Word, formatting long documents, creating merge documents, and organizational charts, and creating and editing tables as well as working with Microsoft Excel, including creating and editing spreadsheets, data entry and maintaining and editing databases.

Knowledge ofBasic investment transactional terminology and agreements, correct English usage, grammar, composition, spelling, punctuation, telephone, vocabulary and proofreading rules; filing and record keeping systems and techniques for larger volumes of complex physical and electronic records; interpersonal skills using tact, patience, and courtesy; modern office methods, procedures, equipment and business letter writing; principles and applications of the Microsoft Office Applications including Word, Excel, Outlook, and Adobe.

Ability to: Maintain a high level of care and thoroughness in handling the details of a task; check and compare agreements and other documents and information for completeness and accuracy; gather, verify, sort, and organize data and information; interpret, apply, and explain policies, procedures, rules and regulations related to an assigned work unit; understand and follow oral and written directions; meet schedules and timelines; establish and maintain cooperative and effective working relationship with others; work independently with little direction; communicate clearly and concisely, both orally and in writing; operate a personal computer utilizing Microsoft applications such as Word, Excel, and Outlook to create and produce reports and letters. Edit, format and manipulate documents in Adobe, including redacting, adding pages, and inserting text.
 
EXAMINATION CONTENT: This selection process will consist of:

Part I: A qualifying evaluation of application information and the desirable qualifications.

Only the highest qualified applicants as determined under Part I, will be invited to continue in the selection process under Part II.

Part II: An Appraisal (Oral) Interview weighted 100%. 

The appraisal (oral) interview will assess the applicant's knowledge, experience, and general ability to perform the essential functions of the position. 

Those candidates which are determined eligible for hire under the Los Angeles County's Civil Services Rules may be invited to the selection process which may be comprised of a selection interview to determine the candidate's fit for the position and/or job-related assessments.  

CANDIDATES MUST MEET THE REQUIREMENTS AND ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE WEIGHTED PORTIONS OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER. 

IMPORTANT TYPING TEST INFORMATION**
A qualifying performance typing test of 40 net words per minute will be required of candidates who have not held a typing position at LACERA and/ or in the service of the County of Los Angeles. Only those candidates who pass the typing test will be eligible to continue in the selection process.

The following candidates are NOT required to take the County typing test:

  • Those candidates who currently hold or have held a typing position that requires 40 words per minute in the service of LACERA and the County of Los Angeles.

  • Those candidates who have taken and passed a LACERA and/or Los Angeles County typing performance test of 40 works per minute administered by a County Department. Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%. The Los Angeles County Employees Retirement Association (LACERA) has reciprocal agreements with several public retirement systems in California.
