Job Description

The Justice Management Division, Office of Acquisition Management, Procurement Services Section, is seeking to hire a Supervisory Contract Specialist to advise leadership on the development of strategic goals for the staff and to supervise a contracting group within PSS.

Duties The duties and responsibilities for a Supervisory Contract Specialist, GS-15 generally include, but are not limited to, the following: Lead and supervise a team of Contract Specialists, procuring a wide array of high-dollar products and/or professional and technical services. Complete contract pre-award and post-award phases for acquisition program(s) (cradle-to-grave). Advise management and leadership on complex and sensitive procurement matters within the purview of the Program Office client(s) supported. Provide Acquisition advisory services and Small Business Advocacy. Develop employee performance and work improvement plans, assign and manage workloads, identify training needs, interview candidates, evaluate employee performance and recommend personnel actions, as necessary. Perform work that requires the application of various contracting methods, techniques and use of different contract types in support of long-term procurements and forecasting activity or efforts. Qualifications To qualify for the position of Supervisory Contract Specialist (Assistant Director), at GS-1102-15, you must meet the qualification requirements listed below. There may also be a positive education requirement for some occupations, please see the Education section for details. If there are licensing or certification requirements, please see the Required Documents section for details on how to verify you license or certificate. BASIC QUALIFICATIONS: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. AND Specialized Experience: One year of specialized experience equivalent to the GS-14 grade level or equivalent band in the Federal service, which includes: Managing an Acquisition Management Program (e.g. contract management or procurement); Developing policies or procedures governing procurement, contracting, or acquisition program; AND Interpreting and applying regulations under the Federal Acquisition Regulations (FAR) to resolve complex procurement or acquisition issues. Mandatory Training: You must provide proof of an active Federal Acquisition Certification in Contracting (FAC-C) (Professional) at the time of application. If the applicant holds a valid/current Defense Acquisition Workforce Improvement Act (DAWIA) (Professional) or equivalency Level III contracting certification, then the applicant meets the training requirement. You MUST meet all qualification requirements, including time-in-grade, by 02/23/2026 of this announcement. Therefore, provide only the attendance and/or degrees from accredited institution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence when applying. For special instructions pertaining to foreign education and a list of organizations that can evaluate foreign education, see the Department of Education website. If you are qualifying on foreign education, you MUST submit proof of creditability of education as evaluated by a credentialing agency. All documentation must be in English or include an English translation. Professional Certification Resume SF-50/ Notification of Personnel Action Transcript Resume - All Applicants: You must submit a resume (a two page or less resume is required) containing the following pieces of information for each job entry listed in your employment history: Official position title, Employer name and contact information, Start and end dates (including month and year), Indicate full-time or number of hours worked per week if part-time, and A list of duties performed and accomplishments. Most recent performance appraisal: Must submit a signed copy of your most recent performance evaluation or appraisal showing your final rating. If a performance appraisal is not available submit a statement explaining why one is not available. Awards: Submit a list of any awards (e.g. superior performance awards, special act or achievement awards, quality step increase, etc.) you received in the last 5 years. If you do not have your most recent performance appraisal/evaluation, please submit a statement as to why it is not available. CTAP eligibility documentation: A copy of your RIF separation notice; notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; a Certificate of Expected Separation ; or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, or a notice of eligibility for discontinued service retirement). A copy of your most recent performance appraisal and SF-50 "Notification of Personnel Action" noting current position, grade/band level, promotion potential, and duty location. College Transcripts: If you are using education to qualify for this position, or education is required. you must submit a transcript, which may be unofficial, as long as it contains a full listing of courses, credit earned, grade and grade-point-average, subject area, degree(s) earned, and dates of award. Note: If you are selected for this position, official transcripts will be required prior to your first day. Your transcript must come from a nationally accredited educational institution recognized by the Department of Education. If submitting a foreign transcript, you must have the transcript reviewed by an approved foreign education review organization recognized by the Department of Education.
