This is a full-time, permanent Paralegal 2 position.
This is a flexible/hybrid position that requires working both onsite and in-person at our Tumwater, Washington campus and remotely. When necessary, this position is required to report onsite to meet business and operational needs.
Our Paralegal 2 provides independent expert level support to staff attorneys within the Health Systems Quality Assurance (HSQA) Office of Investigative and Legal Services. They are responsible for preparing, reviewing, and finalizing legal documents in compliance with agency guidelines. Additionally, our Paralegal 2 ensures allegations of misconduct or unsafe care are addressed and resolved efficiently and effectively.
Key Responsibilities Include
- Draft, review, and finalize legal documents including statements of charges, agreed orders, notices of decision, summary motions, and other filings, providing direct legal support to staff attorneys.
- Review case files to analyze and summarize legal and factual issues in disciplinary actions involving licensed healthcare providers.
- Organize, select, and redact documents for public records requests, subpoenas, and expert reviews; track case-related documents and procedural matters using databases.
- Ensure timely compliance with statutory and administrative timeframes for document service and settlement/hearing processes.
- Research procedural history and identify legal concepts/issues in complex cases, bringing concerns to the assigned staff attorney as needed.
- Negotiate routine cases with minimal supervision and assist in developing legal strategy by analyzing case facts.
- Respond to inquiries regarding office policies and procedures, explaining complex legal rules, policies, and operating procedures.

Required Qualifications
You must meet ONE of the options provided and any additional criteria listed. Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
- Option 1: Three years of experience as a paralegal.
- Option 2: Two years as a Paralegal 1
- Option 3: Graduation from an accredited four-year college and completion of a nine-month paralegal program; AND one-year of experience as a paralegal.
- Option 4: Graduation from an accredited two-year paralegal program; AND two years of experience as a paralegal.

Preferred/Desired Qualifications
- Prior experience with the regulation of professions.
- Demonstrated knowledge of the Uniform Disciplinary Act (RCW 18.130).
- Demonstrated knowledge of the Washington Administrative Procedure Act (RCW 34.05).

Conditions of Employment:
This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
