The Research, Analytics, and Data office is accepting applications for a Senior Research Analyst to join the Statistics and Information unit.
This position provides policy, research, and administrative support to the Judicial Branch Statistical Information System (JBSIS) Subcommittee of the Court Executives Advisory Committee (CEAC). JBSIS is a reporting system that defines and collects summary information for each major case processing area of the Superior Court of California. Serving as the lead staff to the JBSIS Subcommittee, the Senior Analyst is responsible for developing annual agendas and work plans for CEAC, offering analytical and policy expertise related to JBSIS, and serving as a primary point of contact for courts on data definitions and reporting inquiries.
This role involves comprehensive project management, including collaboration with internal IT teams and subject matter experts, coordination with lead staff of other committees affected by JBSIS updates, communication of system changes to court administrators, liaising with case management system vendors on the implementation of data reporting rules, and delivering reports and presentations to the Judicial Council, CEAC, and other advisory bodies. As a core JBSIS product owner, the Senior Research Analyst is responsible for platform data governance, managing resources posted on the reporting website, and internal consulting on the use of this data for branch policy making and reporting requirements.
The successful candidate will lead complex, high-profile research projects with significant statewide impact, and must be able to work independently with limited supervision.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. DutiesLead staff to the JBSIS Subcommittee of CEAC:
- Develop and track progress on annual agendas and workplans.
- Support decision-making through research into laws, regulations, and court practices.
Uphold JBSIS data reporting rules:
- Interpret legal code sections and court case processes
- Research and answer staff questions about data definitions.
JBSIS data governance:
- Create policy documents and updates to the reporting manual.
- Classify and tag data elements according to their quality, sensitivity, and strategic importance.
Internal JBSIS consulting:
- Advise other Judicial Council offices and advisory bodies on using JBSIS to support their data reporting and policy needs.
- Advise on public access requests and media inquiries.
Maintain the JBSIS reporting website:
- Manage access to the site and other internal data products.
- Update the website with new resources.

Bachelor’s degree and four (4) years of analytical experience in program analysis, development,
implementation, research, and/or evaluation.
Possession of a bachelor’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.
OR
One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California superior court or California state-level government entity.

- Prior government work experience
- Data literacy and knowledge of data governance concepts
- Experience with SharePoint and Drupal
