Victim Witness Coordinator - Legal Assistant
Hours: Monday-Friday 8:00am-4:30pm.  Hybrid work option available.

 

The City of Moorhead is accepting applications for a Victim Witness Coordinator/Legal Assistant with the Prosecution Division of the Administration Department. This skilled administrative assistant position performs intermediate work interacting with the public, office and court staff, and law enforcement personnel including provision of victim-witness services and support, managing and maintaining records and files, creating and preparing court and legal documentation, managing department calendar, and related work as required. 

SALARY RANGE: $27.77 - $39.35 ($57,761 - $81,861)

ESSENTIAL FUNCTIONS: The essential functions of the position include, but are not limited to the following major duties performed. Duties are listed from most to least important.

  • Notify victims of all criminal court proceedings by telephone, letter or email and respond to any inquiries in a timely manner.
  • Provide criminal justice and community resource information to crime victims.
  • Advise crime victims of their right to provide a Victim Impact Statement and/or attend court proceedings.
  • Provide support and assistance to prosecutors in criminal court cases involving crime victims.
  • Maintain record of communication with all victims and witnesses.
  • Attend and participate in committees focused on victims of crime.
  • Assist crime victims in completing documents to obtain court ordered restitution.
  • Advise victims of their right to compensation through the Minnesota Crime Victims Reparations Board and assist in obtaining application forms.
  • Establish a line of communication with witnesses regarding trial preparation.
  • Assist victims and witnesses in securing time off from employment and, when needed, arrange for travel, lodging, and childcare assistance during trial.
  • Escort victims to court and/or meetings and provide information and support, as needed.
  • Maintain current database of community resources for crime victims.
  • Participate in education and training opportunities to further growth and understanding of crime victims’ rights and services.
  • Greet visitors to the City Prosecutor’s Office; respond to inquiries and provide assistance as necessary.
  • Receive phone calls; answer inquiries; or redirect calls internally and externally to the assigned prosecutor or criminal justice agency.
  • Provide file management for the department including opening, maintaining, and closing files.
  • File legal documents in Odyssey e-file and serve, including disclosures, motions, memorandums, and other correspondence with court and on opposing parties.
  • Prepare files for court proceedings by providing notice to law enforcement officers and corrections officers; and organize file material including police reports, documents, photos, and other evidence.
  • Assist with preparation of subpoenas for witnesses and transmit for service within legal timelines.
  • Assist with document preparation under the guidance of prosecutors, including motions and other court pleadings, and correspondence to other agencies.
  • Process no proof of insurance citations when proof of insurance is provided by defendants by contacting insurance agents and ensuring insurance coverage was in place at the time of the incident; prepare dismissal forms for prosecutor review and approval.
  • Provide court calendar management for prosecutors including daily lockup list, master calendar and judge’s individual calendars.
  • Assign tasks in case management system to all staff for matters placed under review, scheduled for contested hearing and trial, discovery demands, motions and new documentation needing review by prosecutors.
  • Process incoming and outgoing mail.
  • Order supplies, maintain inventory and process invoices.
  • Maintain department systems, files, and records in accordance with appropriate retention schedules.
  • Maintain and monitor case data for use by the City Prosecutor’s Office.
  • Attendance at off-site courses/trainings/seminars may be required.
  • Perform other duties as requested
REQUIREMENTS:
  • Associate’s/technical degree in related field
  • One year of related work experience
  • Department-specific certifications and/or licensure
  • Completion of CJIS policy requirements, background check, security testing and ongoing compliance training
  • Valid driver’s license

KNOWLEDGE, SKILLS, and ABILITIES: 
Thorough knowledge of standard office practices, procedures, equipment, and office assistance techniques; thorough knowledge of business English, spelling, and arithmetic; thorough knowledge of the organization and functions of the department and of general administrative policies and practices; thorough knowledge of crime victims’ rights, laws, and issues, civil and criminal court systems, and procedures; thorough knowledge of data practices, rules, and laws; thorough knowledge of human reactions to trauma and ability to assess and work with individuals experiencing trauma and crisis; ability to keep office records and to prepare accurate reports from file sources; ability to perform and organize work independently; ability to prepare effective correspondence independently; ability to type accurately at a reasonable rate of speed; ability to manage multiple duties and projects with varying deadlines; ability to operate standard office equipment and applicable software packages; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with colleagues and the general public

PHYSICAL REQUIREMENTS and WORKING CONDITIONS:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires repetitive motions, frequently requires sitting, speaking, or hearing, and using hands to finger, handle or feel, and occasionally requires standing, walking, climbing, balancing, stooping, kneeling, crouching, crawling, reaching with hands and arms, , pushing or pulling, and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment, and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic).
