**NOTE: This is an Internal Only position for current Skagit County Employees**
This position has two components. The primary component is “discovery attorney” the secondary is “back up attorney.”
Discovery attorney
This attorney will formulate and implement a system of cataloging/naming/organizing every piece of evidence that comes in as well as, in every felony case, tracking what we have, when we got it, and when we sent it to defense. This attorney will review the materials to determine whether we are missing anything and make appropriate requests where we appear to be missing any items.
Back up attorney
This attorney will be back-up as need for all three criminal divisions. This would include when attorneys are out on vacation or other leave or when we have any vacant attorney positions that need coverage. This include court and/or trial coverage.
This class specification reflects the general concept and intent of the classification and should not be construed as a detailed statement of all the work requirements that may be inherent in a position.
- Salary upon hire is Step 1 through Step 6 ($10,246.42/month - $12,173.50/month).
- Progressive increases are based on years of service with Skagit County, up to 8 total steps (top step $13,634.14/month). The Deputy Prosecuting Attorney III - Criminal is Range 34 of the Prosecuting Attorney Guild.
- Essential Functions
Discovery Attorney
Attorney will work closely with assigned trial attorneys to cataloging and document evidence to the maintain a discovery log. Attorney will assist in making requests to law enforcement for missing items.
Back-up Attorney
Attorney will step in to shoes of any unavailable trial attorney as needed for any witness interview, pretrial hearing, trial, post trial motions, or any court calendar where coverage may be lacking.
Attend/coordinate continuing legal education including but not limited to WAPA seminars.
Ability to handle all essential functions associated with Deputy Prosecuting Attorney I, II and III
Supervisory:
This position has no direct supervisory responsibilities.
OTHER JOB FUNCTIONS:
May be tasked with performing related duties. Related duties as required are duties that may not be specifically listed in the position description, but are within the general occupational series and responsibility level typically associated with the employee’s classification of work.- Minimum Qualifications
Graduate of a law school accredited by the American Bar Association and must be a licensed attorney in good standing with the Washington State Bar Association.
Four years of practice as an attorney with at least two years trial experience in the trial of criminal cases.
Valid Washington State driver's license.
Requires knowledge of:
- Traffic, juvenile and criminal laws of the State of Washington; rules and procedures of district and superior courts; basic techniques of preparation of traffic and criminal cases.
- County and local government ordinances, policies and all other applicable regulations and how they interrelate to the authority and legal functions of County government.
Requires the ability to:
- Learn the case-management system and other programs and systems used to prosecute cases and provide discovery.
- Handle a felony caseload with minimum supervision and without the need for extensive on-the-job training; and/or have the ability to handle all types of juvenile cases with minimal supervision. Flexibility required to quickly step into the shoes of an attorney who has been handling the case but is now absent.
- Present evidence in criminal motions and trials, analyze and apply legal principles; perform basic legal research and apply to facts, evidence, and precedents to legal problems; present law, facts, evidence, and arguments clearly and logically in written and oral form; work harmoniously with law enforcement and court personnel and maintain good public relations.
- Understand discovery obligation and track and comply with them; understand when evidence appears to not have been provided to us and follow-up with law enforcement or other entities.
- Communicate clearly and concisely, orally and in writing.
- Establish and maintain effective working relationships with subordinates, officials, employees of other departments, and the general public.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed primarily in an office or courtroom environment.
Ability to work with multiple different case management/discovery management systems.
Hazards:
Those present in a normal office or courtroom environment. A physical hazard may occur from hostile general public with threats either verbal, physical or with weapons and exposure to germs from dealing with the public and document handling.
