
Counsel will assist the Executive Director and Deputy Executive Director with the development and implementation of policies and procedures for the Board. Duties include but are not limited to: researching and analyzing statutes, cases and other substantive and procedural areas of the law; preparing recommendations and presenting conclusions; analyzing reports, enacted legislation and case law involving complex or sensitive issues and questions and preparing commentary on the legal implications; ensuring compliance with State contract and procurement requirements and preparation and issuance of RFP’s; reviewing applicant credentials and determining eligibility for admission to the bar examination; reviewing requests for test accommodations under the Americans with Disabilities Act; investigating applicant complaints and security policy violations; preparing and presenting cases for administrative disciplinary hearings; assisting in administering the bar examination at sites across the State, and other duties as necessary. Knowledge of substantive and procedural areas of law covered by the Uniform Bar Examination and New York Law Examination, skill in conducting investigations and administrative proceedings, knowledge of State contract and procurement rules, experience with the Americans with Disabilities Act and ability to work both independently and collaboratively is desirable. This is a fulltime in-person position, with no remote option.
Counsel to the NYS Board of Law Examiners works under the direction of the Executive Director, Deputy Executive Director, and Members of the State Board of Law Examiners. Counsel advises the Board and staff on policies and issues related to the administration of the bar examination and ensures compliance with applicable laws, rules and regulations. Counsel researches and analyzes complex legal questions and issues presented by current and proposed administrative rules, legislation and litigation, ensures compliance with the Americans with Disabilities Act and reviews applications by candidates with disabilities for test accommodations, investigates violations of bar examination security policies and prepares and presents cases for administrative disciplinary proceedings before the Board, and performs other related duties.

BASE SALARY: $146,000 - $153,000

Admission to the New York State Bar; and five (5) years of relevant legal experience.
