Job Description
This position is located in Office of Equal Employment Opportunity (OEEO), which implements effective strategies and proactive measures to ensure equal opportunity and the prevention of discrimination. Duties At the full performance level, major duties include: Plans, organizes, and oversees efforts that are aimed at achieving the EEO Complaint Program accomplishments on challenging cases involving complex and multifaceted issues including cases involving disparate impact, class actions, cases involving senior leaders or similar complicating factors making the case highly sensitive. Advises management on problems related to equal employment. Monitors and evaluates agency management policies and practices to determine their impact on equal employment. Makes recommendations to OEEO management concerning policies that may present a potential violation of EEO or Federal personnel laws, rules or regulations. Plays a key role in the development and implementation of EEO investigative program policies, plans, guidelines, proposals, processes, and collaborates with the Assistant Director and co-workers to identify trends stemming from complaint and/or counseling activity and makes recommendations for preventive actions. Serves as an expert advisor in matters pertaining to EEO investigations. Presents, supports, and discusses investigative findings. Coordinates and conducts conferences and meetings to explain EEO policies and principles, the EEO Complaints process, and the prevention of protected class harassment and/or discrimination. Serves as an OEEO representative or resource person at meetings, seminars, conferences and functions involving Federal EEO and personnel issues that impact the efficient operation of the complaints program. Conducts EEO Counselor and mediation training for FDIC employees. Develops and presents training. Serves as an expert advisor in matters pertaining to EEO investigations. Presents, supports, and discusses investigative findings. Coordinates and conducts conferences and meetings to explain EEO policies and principles, the EEO Complaints process, and the prevention of protected class harassment and/or discrimination. Independently processes formal EEO complaints in accordance with 29 C.F.R. §1614 and EEOC's MD-110, analyzes formal complaints of discrimination to recommended acceptance and/or dismissal for investigation, drafts acceptance and/or procedural dismissal letters, conducts sufficiency reviews on reports of investigations, and prepares correspondence for hearings and appeals. Salary- $118,991 - $257,500/year
