DutiesThe Attorney 5 position reports directly to the Chief Legal Counsel at the Ohio Department of Veterans Services (ODVS). This role requires extensive knowledge of substantive & procedural law, rules & procedures applicable to ODVS in order to coordinate legal program of agency. This position provides legal advice & consultation to the Director & agency personnel, including but not limited to assisting with contracts, labor/personnel matters, fiscal issues, policy and procedure management, oversight of Ohio Veterans Home (OVH) Police Department, regulatory compliance, administrative investigations, rulemaking, veteran benefit oversight, veteran committees, OVH admissions eligibility, Criminal Records check reviews, etc.
- Reviews & maintains a working knowledge of all legislation, case law, rules, & federal/state guidance that apply to DVS and OVH.
- Acts as legal counsel to OVH including but not limited to providing legal guidance to DVS personnel at OVH; aiding in the creation, implementation, and oversight of OVH policies and procedures; conducts relevant legal trainings for DVS and OVH personnel;
- Acts as liaison between OVH and the Ohio Attorney General’s Office (AGO) in matters in which the AGO represents OVH; and addressing ethics matters at OVH. Duties include traveling to each OVH at a frequency determined by DVS Chief Legal Counsel.
- Plans, directs & coordinates legal programs & supervises staff as assigned.
- Conducts legal research & prepares briefs, contracts, leases, orders & other legal documents; conducts hearings; reviews &/or oversees reviews of complaints for potential legal violations; oversees preparation & review of all division/agency legal documents;

Admission to Ohio Bar pursuant to Section 4705.01 of Revised Code; 18 mos. exp. as licensed attorney; 6 mos. exp. in supervisory principles/techniques.
