Coast to Coast Legal Aid of South Florida, Inc. (CCLA) established in 2003 is a Legal Services Corporation (LSC) funded, non-profit organization. CCLA provides free civil legal services to low-income and otherwise eligible residents of Broward County and is located in Plantation, Florida, a suburb of Fort Lauderdale. Our mission is to provide equal justice to underserved communities through quality and innovative free civil legal aid. CCLA provides legal advocacy for marginalized individuals in our community, helping thousands of economically disadvantaged residents to gain greater access to justice and much-needed legal assistance to remove barriers to a healthy and stable life. 

CCLA provides legal assistance in the areas of Family Law & Victims of Crime, Economic Advocacy & Community Health (public benefits), and Senior Law for people age 60 and older. CCLA is currently seeking a hardworking, compassionate Attorney to represent residents of Broward County on complex health coverage issues related to the Health Insurance Marketplace. The Attorney will be responsible for providing legal assistance and representation to qualified individuals regarding eligibility and access to services for Medicare, Medicaid, Health Insurance Marketplace, Long-Term Care, and financial assistance programs. 


Specific Position Duties Include:

  • Providing legal advice and assistance on eligibility and access to services for Medicare, Medicaid, Health Insurance Marketplace, Long-Term-Care, and financial assistance programs, including representing clients at Agency for Healthcare Administration (AHCA) and Department of Children and Families (DCF) hearings in front of a Hearing Officer.
  • Conducts client interviews to gather information, respond to client related phone calls, conducts discovery, investigates fact situations, reviews agency notices, reviews medical records, gathers and evaluates evidence, and interviews healthcare providers and other witnesses.
  • Advises clients on their legal rights regarding Health Insurance Marketplace and related health coverage issues such as Medicaid, Medicare, and Charity Care programs.
  • Advises/assists clients on eligibility for federal Health Insurance Marketplace coverage and subsidies and on related health coverage, tax, and medical billing issues that may arise.
  • Assists clients in appealing denials of eligibility for Marketplace coverage or federal subsidies and with internal appeals of medical service/ prescription claim denials by Marketplace plans.
  • Performs legal research, completes forms, and drafts letters, emails, memoranda, pleadings, and briefs. 
  • Provide supplemental trainings/presentations to enrollment assisters on complex health coverage issues. Provides and/or assists with trainings in Healthcare Marketplace Insurance, as needed. 
  • Develops strategies and arguments in preparing and presenting cases and assess relevance of evidence. Analyzes probable outcome of cases and engages in troubleshooting and prioritizing cases.
  • Participates in coalitions which collaborate on Health Insurance Marketplace enrollment to ensure community agencies are aware of the legal services available to Marketplace consumers and the referral process. Contacts Marketplace enrollment assisters and agency representatives as needed.
  • Complies with all program requirements, including efficient case management, time-keeping, completion of timely reports, professional development, and relevant CLE courses and other mandated trainings.
  • Performs community outreach events in person and/or virtually, as well as, on social media and conducts educational trainings for staff, clients, and community providers, in accordance with CCLA’s outreach policy, and as needed. 
  • Responsible for supervising paralegals, interns, and volunteers who have been assigned to cases within their practice areas. 
  • Communicates case progress, status, issues and outcomes to Supervising Attorney.
  • Performs all other duties as requested by Management, Supervisors, or as required by grant(s).


Position Requirements:

  • Juris Doctor (JD) degree from an accredited law school. Florida bar membership in good standing. 
  • Prior healthcare or public benefit experience, particularly with Medicare/Medicaid is a plus. 
  • Experience or demonstrated interest in working with people with disabilities and/or lower socioeconomic status preferred.
  • Capable of acting with substantial degree of independence and responsibility in a professional capacity.
  • Written and oral communication skills. 
  • Ability to multitask, organize, detail-oriented, prioritize, and manage a diverse case load. 
  • Excellent organizational and interpersonal skills. 
  • Professional demeanor and client-oriented focus. 
  • Proficient in Microsoft Office and in using virtual platforms (Zoom, MS Teams).
  • Due to funder requirements, all candidates must pass a background check before employment begins.
