Duties
This position is located within the Central Office of the Federal Bureau of Prisons (FBOP), in the Systems Development Branch (SDB) of the Information Technology and Data Division (ITDD).
Provides expert guidance and technical support to IT specialists regarding the requirements analysis, design, programming, testing, and implementation for FBOP databases.
Researches specific IT topics to evaluate alternatives. Integrates and uses the respective IT knowledge in the formulation of plans that meet operational objectives.
Reviews code to ensure industry standards and best practices are met with a focus on business requirements.
Develops complex queries, reports, dashboards, and designs report formats; carries out prototyping, develops code, tests, and implements it in the production environment.
Architects data warehousing reporting solutions from conception to delivery consisting of analysis of high level design, data modeling, extract, transform, and load (ETL) development, user interface development, integration, and implementation, using the appropriate tools.

Qualifications
To be considered for the position, you must meet the following qualification requirements.
Education:
There is no substitution of education for specialized experience at this grade level.
Experience:
You must have IT related experience demonstrating each of the four competencies listed below.
- Attention to detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:
You must have one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular qualifications to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Some examples of this qualifying experience are:
- Monitored and analyzed database performance, identified and resolved issues, and performed optimization tasks.
- Lead medium to large projects, provided guidance to less experienced staffs, and made recommendations.
- Troubleshooted database issues and responded to technical support requests..
- Planned future capacity requirement.
- Experienced on handling data recovery and disaster recovery.

Selective Placement Factor:
Applicants applying for this position MUST also possess the following Selective Factor. In the event that you do not possess the Selective Factor, you will be found ineligible for the position.
- Applicant must have a minimum of 6 year of DB2 z/OS database administration experience as well as prior experience with IBM Content Manager and WebSphere on a z/OS Mainframe platform.
