The Program Analyst (Acquisition) position is in the Department of Program Services, Case Management Systems Office (CSMO), Business Support Division. CMSO develops, modernizes, and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and other external stakeholders.
Duties Program Analyst (Acquisition) is in the Department of Program Services, Case Management Systems Office (CMSO), Business Support Division (BSD). BSD functions as a resource center and clearinghouse for IT acquisitions developed by CMSO project and program staff. BSD staff provide analytical, consulting, and document review services in CMSO divisions in the solicitations (e.g., Statements of Work) for the IT hardware, software, and services acquisitions in CSMO. BSD staff also provide Contracting Officer's Representative support, contract management, and oversight services for major IT contracts and blanket purchase agreements during the post-award period.
The Program Analyst (Acquisition) provides expert IT acquisition strategy and contract management consultation services to IT program managers, technical and financial specialists, and others. These activities include conducting market research, review proposed solicitation and supporting documents, evaluate cost and pricing strategies, and resolving acquisition- related problems.
The duties of the position may include, but are not limited to:
- Advising and supporting IT program offices in developing contract specifications, statements of work, and evaluation and performance criteria for IT hardware, software, and services acquisitions.
- Serving as a Contracting Officer's Representative and technical liaison for IT hardware, software, and services contracts.
- Overseeing schedules for contracts and task orders, monitoring costs, ensuring satisfactory performance and timely delivery of services, and providing contract oversight.
- Conducting IT market research, suggesting potential methods of procurement, and preparing procurement request packages.
- Supporting IT program offices in performing pre-award functions and participating in post-award orientation conferences.
- Generating documentation for IT hardware and software services acquisitions, including justifications for other than full and open competition and source selection documentation.
- Participating in acquisition planning and providing leadership in describing the IT program office needs.
- Coordinating with the contracting officer and subject matter experts to ensure supporting documentation is complete and accurate.
- Assembling acquisition packages and transmitting acquisition requests to the contracting office.
- Coordinating with other directorates, offices, and, Judiciary technical advisory, and working groups to conduct requirements studies and cost/benefit analysis, and to develop functional and technical requirements for Judiciary enterprise- scale hardware and software actuations (e.g., software site licenses).
- Serving as an IT acquisition consultant in working groups comprised of Administrative Office and Judiciary acquisition, technical, and management staff and, when necessary, leading ad hoc teams to plan and develop acquisition strategies.
- Leading teams on special projects or studies of considerable scope that are critical to developing recommendations and procedures for IT acquisitions.
- Resolving management, technical, and compelling contingency issues.
- Serving as a primary CMSO Purchase Card holder and Super Card holder; reviewing purchase card documents for accuracy, attaching appropriate required documentation, and making the purchases in compliance with the Judiciary Purchase Card Program policies and procedures.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing IT acquisition strategy and contract management consultation services to internal and external stakeholders and having extensive experience in contract management.
