Job Description

This position is located in Refugee, Asylum and International Operations, Asylum Division, Remote District, in the Quality and Training Division. As a Supervisory Asylum Officer, you will provide direction to staff engaged in the administration of Immigration and Nationality laws pertinent to the Asylum Program, serve as a USCIS representative on asylum matters, and lead in the strategic mission and resource management of the Asylum Division.

Duties
  • Provide technical and administrative direction to Asylum Division staff whose work involves the adjudication of asylum and other humanitarian protection related screenings, including credible fear and reasonable fear.
  • Serve as an expert advisor to leadership on quality assurance and training requiring application of extensive management support principles, processes, and policy coordination within Headquarters and District Staff.
  • Conduct reviews aimed at ensuring that applications for asylum benefits and other asylum workloads are adjudicated appropriately and that an appropriate level of quality in interviewing, case write-ups, and out-processing is achieved and maintained.
  • Conduct studies and detailed analysis, present findings and make recommendations on program operations of complex functions and work processes relevant to laws, precedents, and policies as it relates to asylum applications and other asylum workloads.
  • Maintain close liaison with Headquarters Asylum and District managers for advancement in program training areas, quality assurance, and development.
  • Develop and implement district level training programs to meet strategic objectives and to optimize work quality and effectiveness.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications The qualifications for this position must be met by 11:59 PM (Eastern Time) on 11/27/2024.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 11/27/2024.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Managing or assigning workload and evaluating performance of subordinate staff to increase productivity or achieve efficiency of operations;
  • Providing technical direction and training for asylum office staff who review and process applications and petitions for asylum and asylum pre-screening;
  • Analyzing the impact of existing or proposed legislation on Asylum Division programs and providing guidance on how they impact training;
  • Assessing the productivity, effectiveness, or efficiency of asylum training programs.
