Job Description

This position is located at Office of Government Ethics, Ethics Transparency and Assistance Division. As an Attorney-Adviser (General), you will produce written work and carry out assignments based on research of statutes, regulations, Executive Orders, case law, and other writings that support the administration of the government-wide ethics program and an Executive Branch agency.

Duties

The following are the duties of this position at the GS-15 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Provide advice and counsel to senior executives and supervisors on employment issues, personnel related matters, and Executive Branch administrative laws and policies.
  • Research legal issues which are often complex and draft written letters, memoranda, and other legal documents on a variety of topics, which may include general law topics such as the Freedom of Information Act and fiscal law.
  • Assist senior attorneys, the Chief of Staff, and the Director through research and writing related to all aspects of the administration and legal compliance of the agency.

Salary
  • $121,785 - $197,200/year
Conditions of Employment

- A trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the trial period.
- Must successfully complete a background investigation
- Public Trust - Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a government-issued charge card for business-related travel.
- Undergo an income tax verification
-The Hatch Act Reform Amendments of 1993 prohibits requesting, transmitting, accepting, or considering political recommendations for employment or other personnel actions for non-political positions.

Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Applicants must meet all qualification requirements, including the following, by the closing date:
1. Be a graduate of a law school accredited by the American Bar Association at the time of graduation; AND
2. Be a current member of a bar with a valid license to practice law in a state or territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

In addition, applicants must meet the following specialized experience requirement:
Specialized experience for the GS-15: You must have a minimum of 4-1/2 years of experience practicing as a licensed attorney. The experience must include 3 years of experience related to to employment law or administrative law.

Specialized experience for the GS-14: You must have a minimum of 3 years of experience practicing as a licensed attorney. The experience must include 2 years of experience related to employment law or administrative law.

Specialized experience for the GS-13: You must have a minimum of 2 years of experience practicing as a licensed attorney. The experience must include 1 year of experience related to employment law or administrative law.

Education Education Requirements: Law Degree: Applicants must possess a J.D. or LL.B from a law school accredited by the American Bar Association (ABA) AND Bar Membership: Applicants must currently be an active member in good standing of the bar in any state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. If selected, the applicant must provide proof of bar membership.
