Job Summary:
The Supervising Senior Attorney provides legal advice and representation to City officers, employees, and agencies, handling court proceedings, administrative hearings, and policy advisement. Responsibilities include managing legal cases, drafting pleadings, conducting legal research, preparing transactional documents, and advising City employees on policies and procedures. The role assists the City Attorney with office management and supervises other attorneys and administrative staff, ensuring alignment between legal efforts and City projects.
Experience, Knowledge, Skills:
Minimum Requirements
- Juris Doctorate (JD) or equivalent from an accredited law school.
- Admission to the state bar of Colorado.
- Specialized experience in municipal law and related legal practice areas.
- Bachelor’s degree from a four-year college or equivalent technical training.
Preferred
- Extensive experience in municipal legal practice, including civil litigation, transactional law, and policy development.
- Advanced knowledge of municipal law, case management tools, and legal compliance in Colorado.
- Strong supervisory experience in managing a legal team and administrative staff.
Knowledge, Skills, and Abilities
- Expertise in legal principles and best practices in municipal governance.
- Thorough understanding of case management and litigation procedures.
- Proficiency with legal research tools (e.g., Westlaw) and case management software (e.g., Legal Files).
- Familiarity with public sector compliance and intergovernmental agreements.
- Strong research, writing, and advocacy skills for drafting legal briefs, ordinances, and resolutions.
- Negotiation skills for dealing with opposing counsel, stakeholders, and government agencies.
- Excellent communication skills for advising City staff and presenting legal opinions.
- Proficient in Microsoft Office tools and other software essential for legal work.
- Provide sound legal advice aligned with City policies and objectives.
- Manage multiple legal matters while meeting deadlines.
- Lead and develop a team of attorneys and support staff.
- Represent the City effectively in court, negotiations, and intergovernmental meetings.
- Align legal strategies with the City’s operational priorities and long-term goals.
Essential Functions:
- Represent the City in transactional matters, including negotiating intergovernmental agreements and drafting supporting documents (e.g., motions, resolutions, ordinances).
- Manage outside counsel and consulting experts to ensure alignment with City interests.
- Prepare witnesses, exhibits, and arguments for hearings, trials, and administrative tribunals.
- Conduct legal research, draft pleadings, advice letters, and formal opinions.
- Provide legal analysis and advice at meetings with City departments, boards, and commissions.
- Maintain subject-matter files, monitor legislative changes, and develop training bulletins for City staff.
- Participate in continuing education programs to stay updated on legal trends affecting the City.
Supervisory Responsibilities
- Supervise attorneys and administrative staff, providing performance oversight.
- Organize and delegate assignments to the legal team.
- Hire, train, motivate, and coach employees.
- Set goals, evaluate performance, and provide feedback.
- Ensure accountability and develop training opportunities.
- Resolve conflicts and manage complaints within the team.
- Analyze and improve internal processes for efficiency.
- Ensure compliance with safety procedures and legal standards.
Work Environment and Physical Requirements:
Employee is subject to working alone, with groups, and/or attending meetings.
May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.
May be required to work extended hours in the evening, holidays, or weekends.
Frequent interruptions and be required to manage competing priorities with inflexible deadlines.
Frequent participation in meetings.
Frequent contact occurs with employees and the public, in person and on the telephone.
Frequently is required to sit and talk or hear customers.
Ability to manage competing priorities with frequent interruptions and an expected high level of accuracy in work is expected.
Work is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident.
Physical Requirements:
Ability to sit, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear.
Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices--graphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes.
Employee is required to have visual acuity for close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Employee is required to have visual acuity to perform an activity such as: operating machinery where the seeing job is at or within arm's reach and to operate motor vehicles or heavy equipment.
Employee is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures for inspection purposes.
Moderate to considerable physical effort that includes working from ladders in awkward positions, frequent use of light or medium weight objects (e.g., 30 lbs) and use of medium weight tools; walking on uneven ground or having to climb, balance, stoop, kneel, crouch, crawl, and reach while performing duties; entering/exiting manholes or vaults; walking near or across rivers and ditches; working in all weather conditions at times of excessive temperatures of heat and extreme cold, working in or near moving traffic with appropriate traffic control set up;
The essential functions of this job require frequent balancing, bending/stooping, carrying/lifting light to heavy objects, climbing, fingering, grasping, repetitive motion, hearing, sitting, standing, talking, and walking. Occasionally the employee will be required to pull, push, reach, feel temperature, and kneel.
