Job Description


Duties

The primary purpose of the position is to serve as the full-time professional legal adviser and support to the Adjutant General, the Commander of federally recognized Army and Air National Guards, and state/territory unique public defense or safety structures. Also serves as the principle professional legal adviser to the United States Property and Fiscal Officer (USPFO), state/territory National Guard senior leadership, state/territory National Guard directorates, and subordinate National Guard commanded units or state/territory level divisions.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Member in good standing of any State Bar. Juris Doctorate.
  • Must be MOS qualified within 12 months of entrance on duty.
Qualifications

Compatible military grade and assignment required prior to the effective date of placement. This is an Title 32 INDEFINITE excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Compatible Military Assignments: 27A


SPECIALIZED EXPERIENCE: Must have at least 24 or more months specialized experience working as a professional Attorney Advisor. Assignments involve extremely complex and difficult legal questions requiring ability to do extensive research, analysis, and evaluation of information in controversial scientific, financial, corporate, medical engineering, or other highly technical areas that have a nationwide interest. Must possess specified experiences that prepared the applicant to successfully perform the Judge Advocate duties and responsibilities, with the required competency level. Experience to conduct investigations to obtain facts, study legal precedents, make recommendations, and prepare necessary documents. Experienced in receiving preliminary instructions, their commitment authority is limited, and completed written work is carefully reviewed.

Assignments require the first professional law degree (LL.B. or J.D.), active membership in the bar of the highest court of a State, Territory, or the District of Columbia, and one of the following:

(a) Two years of professional legal experience at or equivalent to the GS-12 level (second professional law degree (Master of Laws [LL.M.]) provided is required one full academic year of graduate study and 1 year of professional legal experience.

or

(b) The second professional law degree (LL.M.) plus one year of professional legal experience at or equivalent to the GS-12 level

Education
