Job Description

This position advertised has been exempted from the federal civilian hiring freeze. The FBI Office of Professional Responsibility (OPR) is seeking highly qualified attorneys possessing exceptional analytical thinking, and strong written and verbal communication skills. Attorneys must demonstrate the ability to work independently, and strong collaboration and inter-personal skills. OPR handles all aspects related to the adjudication of employee misconduct.

Duties The General Attorney is responsible for all assigned and collateral duties related to the adjudication of employee misconduct matters. Candidates must possess high analytic thinking and strong written and verbal communication skills, work proficiently and independently, demonstrate a high level of business maturity and professionalism, and possess strong collaboration and inter-personal skills. GS-13/14: Serve as an attorney advisor to all segments of the office. Responsible for review of investigative files and the preparation of investigative reports and legal memoranda. Respond to questions concerning the FBI's disciplinary process and OPR policies from FBI personnel in headquarters and field divisions, other Federal agencies, Congressional overseers, and members of the public. Conduct comprehensive legal research; prepare written documents such as legal memoranda and policy statements; and evaluate proposed legislation and policies impacting the FBI disciplinary process. Assist with training, including presentations to FBI personnel in headquarters and field divisions. GS-15: In addition to the above duties; Responsible for the most complex employee disciplinary cases. Respond to questions from the highest levels of management in the FBI. Salary

Conditions of Employment Must be a U.S. citizen Must be able to obtain a Top Secret-SCI clearance ALL applicants must verify completion of the basic education requirement by submitting a copy of law school transcripts by the closing date of the vacancy announcement. Qualifications GS-13: Applicants applying the GS-13 position must have 1.5 or more years of post J.D. attorney experience. Experience in writing and analyzing legal issues. GS-14: Applicants applying for the GS-14 must also have 2.5 or more years post J.D. attorney experience. Experience in participating in interpreting and analyzing legal issues. GS-15: Applicants applying for the GS-15 must also have 4 or more years of post J.D. attorney experience. Experience demonstrating proficiency in interpreting and analyzing complex legal issues. Desired Skills Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants. Desired Skills are: The ideal candidate will have experience in one or more of the following practice areas: Civil Litigation Employment Law Judicial Clerkship Police Misconduct Professional Responsibility Education Positive Education Requirement This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement. Applicant must possess a J.D. degree from a law school accredited by the American Bar Association (or have an LLM degree or other graduate law degree in addition to a J.D.) and be an active member of the bar (any US jurisdiction). Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States. All degrees must be from an accredited college or university. Other Information Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on an SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record): a. Percent of time worked in the particular position (cannot conflict with main duties) b. The month/year work began c. Frequency worked (i.e., daily, monthly, etc.) d.
