Field offices represent the operating branch of the Agency and perform the majority of the Agency's case handling work, including investigating representation petitions and unfair labor practice charges. This is a developmental position leading to the full performance grade of GS-0244-13.
DutiesAs a Labor Management Relations Examiner (Labor Relations Investigator), GS-0244-9, your typical work assignments may include:
- Interviewing witnesses in unfair labor practice investigations, taking affidavits to collect relevant evidence from parties.
- Receiving and reviewing parties' records and extracting relevant and material data from collective bargaining agreements, grievance reports and correspondence.
- Preparing investigative reports.
- Under direct supervision, negotiating and finalizing election agreements and conducting elections.
- Effectively dealing with people of various backgrounds, some of whom may be indifferent, uncooperative, and/or hostile.

IDEAL CANDIDATE STATEMENT
The Ideal Candidate for the Labor Management Relations Examiner (Labor Relations Investigator) position would be an effective communicator interested in labor law. The candidate will have investigative skills to gather, research, and analyze information and data. Excellent oral and written communication skills to negotiate, interview witnesses, influence and interact with colleagues and the general public is favorable. Meticulous attention to detail is desired.
MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience, equivalent to the GS-07 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Labor Management Relations Examiner (Labor Relations Investigator) at the GS-09 grade level.
Specialized experience includes:
- Experience completing legal research, interviewing witnesses, preparing sworn statements, reviewing and analyzing documentary evidence; and
- Experience drafting appropriate recommendations for disposition of unfair labor practice charges, and negotiating and drafting settlement agreements; and
- Experience preparing election agreements and/or stipulations for an election, conducts official elections.
OR
EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as Labor Relations, Industrial Relations, Personnel Administration, Business Administration, Economics, Labor Economics, Labor Law, Political Science, Accounting, or Law; or other education that included or was supplemented by at least 24 semester hours in these subjects.
