JOB SUMMARY (ALL LEVELS): 

Under direction, the employee will perform a variety of responsible, timely, confidential, and complex clerical duties in support of the Rock Springs Municipal Court; and will provide information and assistance to the public regarding Court policies and procedures.

DISTINGUISHING CHARACTERISTICS:

Court Clerk – This is the entry level in the classification series.  Position(s) at this level usually perform most of the duties required of the Senior Court Clerk, but are not expected to function at the same skill level and exercise less independent discretion and judgement in matters related to work procedures and methods.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.  Two years of court experience involving court administration, including trial, public relations, and clerical experience. An associate's degree is preferred from an accredited college with major coursework in Public Administration, Criminal Justice, or other related field. 

Senior Court Clerk – This is the proficient level in the classification series.  Position(s) at this level are distinguished from the court clerk by acquiring five years of court administration, including jury trial experience, office management, accounting, and increasing supervisory and clerical experience.  A Bachelor's degree is preferred from an accredited college with major coursework in Public Administration, Criminal Justice, or other related field.  The municipal court judge and the senior court clerk will supervise the court clerk.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Performs a variety of duties including, but not limited to: 

1.    Ensuring compliance with office procedures regarding accurate receipt and disbursement of funds.

2.    Preparing and maintaining accurate financial reports, summaries and court records.

3.    Accurately and thoroughly preparing documents, correspondence, and other written material as assigned.  

4.    Coordinating the scheduling of court appearances, programs, payment plans, jail service, and other court matters.

5.    Preparing documents, correspondence, and other written material as assigned. 

6.    Operating modern office machines, equipment and programs, including but not limited to, personal computer, Microsoft Office products, typewriters, printers, copiers, calculators, and FAX machines.

7.    Supervising, planning, and coordinating the performance of community service and clerical staff of the municipal court. 

8.    Training employees in court requirements and procedures; supervising and training staff in computer use.

9.    Verify accuracy of staff work product; ensuring that record keeping meets requirements of Municipal Judge, Wyoming Supreme Court, and auditors.

10.    Collecting data and prepare initial annual budget draft and maintain budget monthly.

11.    Accounting, including daily cash drawer reconciliation, and month-end reconciliation and accounting reports.

12.    Purchasing, including all office supplies and work equipment utilizing city’s purchasing software and field order system. 

13.    Maintaining and updating Municipal Court software, City Ordinances and State Statutes.

14.    Maintaining, tracking, and updating department inventories, expensed assets, and capital assets. 

15.    Compiling, maintaining, and monitoring juror lists, notifications, and selection.

16.    Monitor all cases for accuracy, probation compliance, status and all information pertinent to the case. 

17.    Communicating with Municipal Court staff, City staff and public.

18.    Following the instructions of senior court staff.
 

Qualifications

ABILITIES AND REQUIREMENTS:

Has the knowledge, skills and ability to:

1.    Understand the judicial system, Wyoming Rules of Criminal Procedure and the specific practices and procedures of Municipal Court including processing of court documents, legal terminology and basic criminal and traffic codes.  

2.    Use modern office procedures, methods, and equipment including computer equip¬ment and applicable software programs.  

3.    Ability to work collaboratively and communicate clearly and effectively, both orally and in writing, with staff, City Officials, outside agencies and the general public.  

4.    Ability to utilize applicable spelling, vocabulary, grammar, and punctuation in business letter writing, record keeping, and database applications.

5.    Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work including, but not limited to employees, vendors and the public. 

6.    Correctly interpret, apply, develop and respond to questions regarding pertinent Federal, State, and local laws, codes, and regulations including administrative and departmental policies and procedures.

7.    Maintain accurate files and records in accordance with requirements of the Municipal Judge, Wyoming Supreme Court, and auditors.  

8.    Research, compile, analyze, interpret and prepare a variety of municipal court, fiscal, statistical and administrative reports.

9.    Prepare and maintain financial reports and summaries.

10.    Basic mathematical skills. 

11.    Principles and procedures of record keeping, reporting, and accounting.

12.    Maintain confidentiality of sensitive information.

13.    Plan, organize and be able to work independently to meet schedules, deadlines, and timelines, and the ability to exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.

14.    Understand principles of supervision and training.

PHYSICAL DEMANDS:

Essential duties include certain physical demands.  Including the ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs., exposure to cold, heat, noise, outdoors, chemicals, mechanical hazards, and electrical hazards; ability to travel to different sites/locations.
