We are seeking highly motivated, organized, and professional applicants for a legal assistant/paralegal position with the Medicaid Fraud Control Unit. This person will work under the direction and supervision of the unit director to perform a variety of law-related tasks in support of the unit's efforts to operate a statewide program to investigate and prosecute Medicaid fraud, false Medicaid claims, and patient abuse, neglect, and exploitation by Medicaid providers and in Medicaid funded facilities. The Medicaid Fraud Control Unit investigates cases statewide and prosecutes cases in state and federal court.
The Paralegal hired for this challenging position will be the unit's front line for case tracking, investigation and court file management, and general interface with the public and expected to handle a variety of tasks both individually and in support of the Unit's attorney, investigator, and auditor with interviews, document review, legal drafting and presentations. This position will also assist the Unit director/attorney with department administration and office management duties.

- Draft and disseminate legal documents and correspondence.
- Assist Unit Investigator and Investigative Auditor with witness interviews, document retrieval and review, and other investigative tasks.
- Maintain, review, and analyze investigation and court files, including document review and management, bates stamping, legal research, and loading documents and information into LexisNexis CaseMap.
- Assist with legal and administrative duties for fraud investigations and prosecutions.
- Provide trial assistance, including case organization, document management, witness interviews and coordination, preparing exhibits, discovery matters, and administrative tasks.
- Assist with criminal disclosure or civil discovery, including eDiscovery.
- Maintain systems and procedures for tracking, controlling, and managing case files and administrative materials.
- Serve as the first point of public contact with the public, attorneys, and state and federal agencies.
- Process telephone calls, faxes, emails, and incoming case referrals.
- Enter case tracking data into the Access database.
- Assist the Unit Director with federal reports and review of all incoming case referrals.
- Maintain relationships and exchange information with other state and federal agencies.
- Coordinate and arrange travel for MFCU team members and witnesses.
- Maintain office equipment inventory, process payments, and order supplies.
- Qualifications
PREFERENCES:
Preference may be given to those who have coursework or experience in law and health care; eDiscovery experience.
KNOWLEDGE:
- Knowledge of legal procedures and law office workflow.
- Knowledge of legal concepts, terminology, principles, and procedures.
- Knowledge in the use of legal reference material and legal research.
- Knowledge of state and federal court policies and procedures.
- Knowledge of government and legislative processes.
- Knowledge of Wyoming Statutes and agency mission goals, policies, and procedures.
- Knowledge of office organization, methods, standards, and practices.
- Knowledge of Word, Excel, Access, and PowerPoint computer programs, and Google Workplace (Gmail, Docs, Drive) applications.
- Knowledge of generally accepted investigative principles and techniques, and legal and law enforcement terms.
- Knowledge of law enforcement and health records confidentiality and privacy standards.
- Skill in organization and maintenance of voluminous legal documents.
- Skill in reading and analyzing moderately complex legal material, including court cases and opinions, financial documents, and health records.
- Skill in legal document preparation and editing; word processing applications on computers.
- Skill in working with the public and other legal staff.
- Skill in professional, oral, and written communication.
- Ability to effectively manage time, prioritize tasks, and maintain organized systems.
- Ability to reason logically and analyze situations accurately, and recommend an effective course of action.
- Ability to prepare reports and summary sheets, and set forth a statement of the facts, applications of the relevant law, and conclusions.
- Ability to read and understand statutes, court decisions, legal documents, and similar material.
- Ability to work cooperatively with attorneys, investigators, auditors, support staff, technical staff, and the general public.
- Ability to explain the provision of law, procedures, and problems to persons contacted in the office.
- Ability to use office equipment, including computers, fax machines, Westlaw, copiers, scanners, and calculators.
- Ability to work independently with minimal supervision.
MINIMUM QUALIFICATIONS:
Education:Bachelor's Degree (typically in Paralegal/Legal Studies)Experience:0-2 years of progressive work experience (typically in Paralegal /Legal Studies) with acquired knowledge at the level of a Legal Support SpecialistOREducation & Experience Substitution:3-5 years of progressive work experience (typically in Paralegal /Legal Studies) with acquired knowledge at the level of a Legal Support Specialist

Certificates, Licenses, Registrations:National Association of Legal Assistants certificate as a CLA or ALS (Certified Legal Assistant) or CP (Certified Paralegal) or National Federation of Paralegal Association PACE Registered Paralegal- Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:- Daily desk work and use of computers.
- Work in an office environment with noise from equipment such as telephones, printers, and copiers.
- Significant time spent examining and analyzing complex financial records, medical records, billing records, and computer records.
- Daily juggling of multiple tasks with varying and changing deadlines with limited general supervision.
- Intermittent demands to work overtime, weekends, and evenings.
- Intermittent interviews or contact with uncooperative and potentially hostile defendants or witnesses.
- Intermittent in-state driving/traveling for investigations, court dates, meetings, and training.
- Occasional out-of-state travel related to investigations, meetings, or training.
NOTES:- FLSA: Non-Exempt; Hourly
- Successful applicants are required to pass a background investigation
