If selected for this position, you will join a well-respected team as a Budget Analyst that is responsible for the management and control of a comprehensive financial management program on behalf of the U.S. Attorney's Office (USAO) for the Eastern District of Virginia. Typical work assignments will include:
- Developing and formulating budget estimates and advising management on the preparation of budget estimates for new programs.
- Preparing and evaluating budget justifications and assisting in the execution of the annual budget.
- Performing rate analyses as required to ascertain variances and assists in recouping variances.
- Preparing a variety of recurring and statistical and analytical reports covering the status of funds, expenses, obligations and rate analyses to ascertain variances and assists in recouping variances.
- Devising and recommending the adoption of procedures to implement budgetary processes, policies,
and regulations. - Monitors and tracks commitments, obligations and expenditures, verifying they occur on a timely basis, in accordance with the regulatory controls and within amounts programmed.
- Advises the Supervisory Budget officer on the status of funding in different budget accounts and all aspects of the District's budget process that apply to their programs.
- Assisting the Supervisory Budget officer in the preparation of budget requests by providing
technical assistance on such requirements as format, programmatic emphasis, and historical data. - Develops and maintains the Unified Financial Management System (UFMS), through use of USA Budget, 82, Payment Net, USA Forms, and other software packages, such as Excel, and prepares and analyzes detailed and extensive reports on financial activities.
- Preparing monthly financial control reports on allotments and obligations. Assists with modifying obligations and subsequent entries.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-7 level. Specialized experience is defined as experience performing budget or financial management work which demonstrates knowledge of budget and finance principles, practices and methods to perform budget execution, formulation, financial reporting, and internal control functions; gathering statistical data needed for financial reporting; reviewing the accuracy of budget and program data, monitoring obligations and expenditures; and compiling budget requests.
Education: One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.
GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as performing budget or financial management work which demonstrates an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process to include formulating and executing the budget; overseeing financial management operations, tracking funds, and developing statistical reports.
Education: One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a Ph.D. or equivalent doctorate degree; OR three (3) full years of progressively higher level graduate education leading to such a degree.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of two (2) full years.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
