Under the supervision of the Chief Counsel and Assistant Chief Counsel, the Attorney III advises the Board of Parole Hearings (BPH) and its employees on all legal matters affecting policies and operations.

The California Department of Corrections Rehabilitation (CDCR) Headquarters has implemented a new automated system to streamline the hiring process. The Human Resources Technology System (HRTS) provides the applicant access to realtime updates throughout the hiring process. HRTS will require new candidates to set up an account, which allows them to track their application’s progress. Through their account portal, candidates will also be able to provide any additional information needed in the hiring process. After the final filing date, applicants will receive an email from DoNotReply@cdcr.ns2cloud.com or DoNotReply@CDCR (depending on the email provider), with direction on creating and/or accessing their account.

Effective July 1, 2025, the Personal Leave Program 2025 (PLP 2025) was implemented in response to the status of the State budget. PLP 2025 requires that each full-time employee receive a 4.62% reduction in pay in exchange for eight (8) hours of PLP 2025 leave credits monthly through October 2026. The Board of Parole Hearings (BPH) is largely independent from CDCR. BPH maintains a high performing parole hearing system to protect and exercise its statutory authorities and policies, while ensuring due process to all incarcerated people who come under the jurisdiction of the BPH.

Working Conditions

BPH headquarters is located in Sacramento at 1515 K Street. Staff are expected to be in the office up to four days a week. On occasion, travel may be necessary to other California Department of Corrections and Rehabilitation (CDCR) offices (Elk Grove and Rancho Cordova), CDCR institutions, or other locations in California.

Employees are expected to maintain normal and consistent work hours, averaging 40 hours per week. Work in excess of 40 hours per week is expected, when necessary, to complete assignments in a timely manner. The BPH Legal Division strives for work life balance and these positions include substantial vacation and holiday time. An alternate work schedule (9/8/80) is available to employees after the probationary period.

Employees who are teleworking are expected to maintain a safe and distraction free work environment at the approved alternate work location. Employees who telework agree to adhere to the state telework policy, CDCR's telework policy and conditions cited in the Telework Agreement (STD 200).
