Duties As an Attorney-Advisor (General), under the supervision of the Deputy Chief Counsel for the Defense Logistics Agency (DLA) Office of Counsel Weapons Support (Richmond), you will provide legal support, advice and counsel on contract law focusing especially on complex long-term acquisitions, which include highly visible, long term, complex contracts that employ integrated supply chain management to support DLA customers. These may include, but not be limited to, corporate contracts, strategic supplier alliances, and arrangements in support of performance-based logistics initiatives. Job duties for this position may include: Providing legal and policy advice on contract formation, review, authority, and delegations, source selection, socioeconomic issues, protests, FOIA, pricing, metrics and incentives, quality assurance and fiscal law. Advising contracting officers and senior contracting officials on complex, novel and difficult legal issues pertaining to supply, logistics and acquisition support and mission readiness. Providing legal advice and representation on contract administration matters, such as changes, performance, delivery and quality, terminations, alternative dispute resolution, and contract litigation. Providing legal representation before the Armed Services Board of Contract Appeals (ASBCA) and the Government Accountability Office (GAO). Assisting with the preparation of timely responses to Congressional and Executive level inquiries received at the DLA field activity which are often complex, sensitive and require special attention because of a Congressional interest. Providing advice on a wide range of administrative law matters including the Freedom of Information Act, Privacy Act, fiscal law, and contract fraud. Providing legal advice, counsel, and representation in the areas of personnel, labor, and equal opportunity law ethics installation law, and law enforcement questions. Salary- $131,385 - $170,806/year
