Job Description

The Paralegal position is located in Department of Veterans Affairs (VA), in various offices throughout the Office of General Counsel (OGC). The mission is to provide legal advice and services to the SECVA and all organizational components of the Department. The General Counsel is, by statute, the Department's Chief Legal Officer.

Duties

This announcement will remain open for 8 business days. The initial application review cutoff for this announcement is 50 applications. The first 50 applications received will be considered first. Major duties include, but are not limited to the following:

  • Provides direct administrative and legal services to clients, colleagues and supervisors on case and/or program assignments.
  • Maintains complete and accurate time and status entries in case management systems.
  • Establishes follow ups required to complete work product (e.g., citations, references, additional research or tasks needed).
  • Manages systems for sharing information and organizing program work.
  • Coordinates discovery responses and drafts responses to same.
  • Drafts legal decisions and case communications.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 level. For a GS-9 position you must have served 52 weeks at the GS-7 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:

GS-07
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prioritizing and managing assigned cases and program duties; Maintaining complete and accurate time and status entries in case management systems; Under supervision, applying the principles, concepts, and methods of legal research and analysis sufficient to perform recurring case development and documentation assignments; Demonstrating knowledge of legal and factual resource tools sufficient to investigate, analyze, and resolve issues in assigned work; Collecting necessary information from a variety of sources, such as, potential witnesses, claimants, and experts. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or Superior Academic Achievement on my Bachelor's Degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a Bachelor's Degree.
GS-09
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing direct administrative and legal services to clients, colleagues and supervisors on case and/or program assignments; Managing systems for sharing information and organizing program work; Independently applying the principles, concepts, and methods of legal research and analysis sufficient to perform recurring case development and documentation assignments; Providing effective direct legal service delivery on assigned matters, including but not limited to, fact finding, problem analysis, problem solving, legal writing, and interpreting regulations and policies; Interviewing and/or obtaining necessary information from a variety of sources, such as, potential witnesses, claimants, and experts. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. OR J.D., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. Applicants with Superior Academic Achievement on their Bachelor's Degree may use all graduate level education when combining education and experience to qualify for this position. NOTE: Both the Bachelor's and Graduate Degree Transcripts must be submitted with the application package. Otherwise, ONLY Graduate education in excess of the first full year may be used to qualify applicants for positions at grades GS-9.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
