Qualifications Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. Other Information There is a vacancy for the Attorney-Advisor position at the U.S. Marine Corps Forces, Pacific (MARFORPAC) OSJA located at Camp H.M. Smith, Hawaii. The MARFORPAC OSJA, functions as the staff principal on the Commander (COM), MARFORPAC's special staff. COMMARFORPAC functions as the Marine Corps Component Commander supporting the Commander, U.S. Indo-Pacific Command. The OSJA, is responsible for providing legal advice and opinions to the MARFORPAC Commander, their staff, and major subordinate commands on the following matters: operational and international law, which includes reviewing operational plans, orders, and directives to ensure missions and training comply with law, policy, and regulation; government ethics; administrative law, including administrative separations for officers and enlisted members and adjudicating claims, congressional inquiries, Inspector General complaints, and Freedom of Information and Privacy Act requests; military justice matters; cyber law; fiscal law; Reserve and Civilian Personnel law; and conducting training concerning the aforementioned legal matters. The position also provides limited legal assistance to qualified individuals. This is a public notice flyer to notify interested applicants of anticipated vacancies. Permanent Change of Station (PCS) funding may be available to those eligible. If relocation expenses are a necessary, the applicant should state their requirement for this expense in the application package. Relocation expenses may be paid but are not guaranteed. This vacancy will be filled under the General Schedule (GS) pay setting guidelines at the GS-14 level and has a full performance level of GS-14. To be eligible for selection at the GS-14 level, the applicant must have at least three and-one-half years of recent, relevant professional legal experience. Pay will be set commensurate with the successful applicant's qualifications, funding availability, and (GS) pay setting guidelines. Hawaii is a non-foreign overseas area for calculation of compensation. Current Locality Pay is 22.21% and current COLA for Honolulu County is 8.64%. The successful applicant will be expected to provide legal advice across all DOD/DON/USMC SJA practice areas, which include operational and international law, cyber law, Reserve and Civilian personnel law, fiscal law, administrative law, military justice, and ethics. This position is not covered by the Department of the Defense Priority Placement Program. This position is in the excepted service and does not confer competitive status.
