The Office of Human Resources (OHR) is committed to fostering the growth of a highly qualified and diverse workforce. Within OHR, the Hiring and Compensation Unit (HCU) plays a critical role in supporting the Department of Justice (DOJ) by overseeing the hiring processes and ensuring we are compliant with civil service laws, rules, and regulations. We are seeking a highly skilled analyst who is well-versed in State hiring practices and passionate about public service.
As a Hiring and Compensation Consultant, you will serve as a subject matter expert and trusted advisor on complex hiring matters. You will provide technical guidance, analytical support, and consultation to departmental programs and personnel liaisons. You will also research, develop, and implement new and streamlined process and procedures related to the hiring process. You will guide your customers regarding hiring strategies; review and approve job control requests; calculate salaries including applying pay differentials and determining alternate range criteria; review appropriateness of acting assignments due to the operational needs of the department; and other hiring related duties to ensure our department’s hiring practices are following the State’s merit-based process.
Working Conditions
This position has been designated as eligible for telework and is currently a remote centered position. The position will however require in- person attendance on a recurring basis. The selected candidate would report to DOJ headquarters in Sacramento when required for job functions, in-person meetings, trainings, etc. Expenses related to travel to the office when required are the responsibility of the employee. All telework schedules are subject to change and may be reevaluated at any time.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Demonstrated ability to provide excellent customer service to program staff and exercising critical thinking, sound judgment, and professionalism in sensitive personnel matters
- In-depth knowledge of California’s civil service merit-based hiring process, including rules related to job controls, appointment eligibility, certifications, and selections
- Strong understanding of salary rules, alternate range criteria (ARC), special pay differentials, out-of-class compensation, and other compensation policies
- Proficiency in Microsoft Excel for tracking ARC movements, job control statuses, and other personnel data; working
- knowledge of Word and Outlook
- Hands-on experience using the Examination and Certification Online System and Workday
- Strong written and verbal communication skills, with the ability to explain complex rules and procedures clearly to stakeholders at all levels
- Self-directed, reliable, and enthusiastic with a commitment to continuous learning and improvement
- Highly organized and adaptable
- Able to work independently while maintaining strong collaboration with team members and program partners
