Job Description
Reports to a Deputy General Counsel. Responsible for handling one or more of the following: litigation, pension law, retirement plans revisions and employment law related matters.

Work Schedule – Onsite HQ, Dallas TX
 PCS Not Authorized/LSP Not Authorized

As an Associate General Counsel in the Employment Law Branch, responsibilities include:
  • Formulating and coordinating legal policies, plans, and objectives relative to employment law.
  • Providing forthright and timely legal advice/consultation to the General Counsel and the Deputy General Counsels on matters related to employee, human resources, equal employment, and labor relations matters, including employment discrimination, and labor issues.
  • Advising and training managers and supervisors on employment labor law issues; drafting disciplinary and performance improvement plan letters.
  • Representing the Exchange in trials/hearings before the EEOC, MSPB, and/or the FLRA, and the Exchange hearing examiner.
  • Assisting DOJ in federal court cases involving the Exchange.

Qualification Requirements
  • Professional law degree (Juris Doctorate/JD) from a recognized and accredited law school.
  • Member of the bar of the highest court of a state or the District of Columbia.
  • At least 5 years of employment and/or labor law litigation experience as a licensed and practicing attorney. Federal Sector experience preferred.
  • Associate must successfully complete the Health Insurance and Portability Accountability Act of 1996 training, course code 249F, concerning the handling of personal health information as required by Health Insurance and Portability Accountability Act (HIPAA) guidelines within three months of occupying the position. Until training has been completed, the associate may not perform any duties relating to personal health information.


Job Qualifications
Professional law degree (Juris Doctorate/JD) from a recognized and accredited law school. Member of the bar of the highest court of a state or the District of Columbia. Five years of legal experience as a licensed and practicing attorney. Specific area(s) of legal experience may be required by the hiring manager.

Associate must successfully complete the Health Insurance and Portability Accountability Act of 1996 training, course code 249F, concerning the handling of personal health information as required by Health Insurance and Portability Accountability Act (HIPAA) guidelines within three months of occupying the position. Until training has been completed, the associate may not perform any duties relating to personal health information.

  • Major Duties
    Represents the Exchange in various settings including Equal Employment Opportunity (EEO), and adverse action hearings.
    Practices preventive law which may include developing and conducting educational sessions regarding prevention of litigation and recommends changes to policy impacting the Exchange.
    Provides analysis of current and proposed laws and policy and provides counsel to Exchange directorates.
