Job Description

This position is located in the Department of Justice, Drug Enforcement Administration, Operations Division,Office of Operations Management. This position's primary purpose is to serve as a Lead Representative focusing on high priority and /or high value contracts and supporting the Program CORs to administer a variety of contracts that support counternarcotic law enforcement programs.

Duties As a Contracting Officer's Representative, your typical work assignments may include. Coordinate procurement actions and contract requirements with stakeholders to develop statements of work, conduct market research, and support new acquisitions. Administer contracts by monitoring contractor performance, reviewing deliverables, validating invoices, and tracking budgets. Evaluate contractor compliance through inspections, resolve performance or schedule deficiencies, and escalate complex issues to the Contracting Officer. Maintain contract oversight processes, including Quality Assurance Surveillance Plans (QASP), COR files, invoice procedures, and corrective action tracking. Advise management on contract administration, provide technical clarifications, monitor obligations, and prepare fiscal and performance status reports. Salary

Applicants applying for the GS-13 must meet the following requirements: A). Selective Placement Factor: Applicants must be Level III Federal Acquisition Certified. (Must submit a copy of your certificate). AND B). Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-12 grade level and your experience includes performing at least three of the tasks below as part of your regular duties. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying experience must demonstrate the following: One year of experience (equivalent to at least the GS-12 level or pay band in the Federal service) that includes performing at least three of the following duties: 1) Administering and overseeing administering and overseeing contracts involving the acquisition of supplies, services, or equipment. 2) Monitoring and evaluating contractor performance for compliance with contract requirements, schedules, and quality standards; reviewing deliverables, invoices, and financial activity; conducting inspections and quality assurance activities. 3) Developing or reviewing statements of work and acquisition requirements. 4) Maintaining contract administration records; and coordinating with contracting officials, program managers, contractors, and other stakeholders to resolve performance issues and support successful contract completion.
