ABOUT OATH:
The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.

Job Description:
The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH is seeking a seasoned attorney and dynamic leader to be a Managing Attorney in its Hearings Division’s Remote Hearings Unit/Special Motions Part in the Manhattan office. The Managing Attorney will manage the unit’s legal and administrative operations, including the supervision of per diem Judicial Hearing Officers, full-time staff attorneys and administrative staff.

The ideal candidate is an experienced attorney with a track record of effective management who is ambitious, energetic and enjoys the growth opportunities afforded by OATH’s ongoing commitment to positive institutional change, technological enhancement, and maximizing the public’s access to justice. The Deputy Managing Attorney must have the ability to work in a fast-paced environment and work effectively within tight deadlines.

Specific duties will include, but are not limited to:

- Assisting the Managing Attorney with overseeing the legal operation of the unit including, but not limited to, ensuring the quality and consistency of all legal decisions and motions rendered by the unit, coordinating daily assignments of Judicial Hearing Officers, staff attorneys and administrative staff and performing legal review and other administrative duties.
- Conducting hearings and adjudicating motions as needed, including hearings by phone, mail, and online submission.
- Maintaining procedures to ensure that cases/motions are heard, and decisions are rendered in a timely manner.
- Maintaining procedures and databases or other systems to effectively manage productivity, timeliness, and staffing needs.
- Assisting with the preparation of comprehensive monthly status reports.
- Handling special assignments and projects, including but not limited to oral and/or written presentations.
- Knowledgably and accurately conveying agency policy to the public.
- Ensuring cooperative interaction between the unit’s administrative and legal personnel.

HYBRID OFFICE/REMOTE WORK SCHEDULE AVAILABLE AFTER INITIAL TRAINING PERIOD.

Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
