
Distinguishing Characteristics:
Under minimal supervision and administrative direction, the Associated Counsel will assist the General Counsel and Deputy General Counsel in general legal service support for the TAA airport system mission, including but not limited to commercial and real estate matters, leasing, contracting, concessions, finance, public safety, security, regulatory and other airport related issues.
Essential Functions:
The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA.
- Support and advocate for TAA’s Mission, Vision, Guiding Principles, and Strategic Plan; Act as a champion and role-model of TAA’s Cultural Fundamentals.
- Assist the General Counsel and Deputy General Counsel in providing legal advice and support to TAA Board of Directors, the President/CEO and Executive Team, and all departments on a wide variety of complex legal issues and matters.
- Advise TAA management and staff regarding contracts and complex matters in specialized legal areas such as aviation, airport, and public/governmental law compliance, real estate transactions, employment, contract lifecycle development and management, financial requirements and regulatory compliance, and other legal needs of the airport system.
- Rigorous attention to detail, analytical thinking, and clarity of communicating.
- Negotiate and prepare, with a rigorous attention to detail, contracts, resolutions, leases, permits, and other airport system legal documents.
- Research issues and advise TAA departments as assigned

Position Requirements:
Juris Doctor degree from ABA accredited law school, Arizona State Bar admission (active attorney in good standing); or other State Bar with the ability to obtain admission to the Arizona State Bar within one (1) year of start date; three (3) or more years of experience in a broad range of legal practice areas. Preferred qualifications include experience in municipal, airport and/or transportation law, including but not limited to Federal Aviation Administration, Transportation Security Administration and other federal law applicable to an airport system such as the US Department of Transportation Airport Concession Civil Rights programs.

Knowledge of:
- Administrative, regulatory, commercial, environmental, employment, and constitutional law.
- Public airport and FAA Regulatory issues to include Federal, State, County, and City laws applicable to TAA; FAR Part 77, FAR Part 139, TSA Part 1542, and TAA airport geography and land areas.
- The organization’s Strategic plan, mission and goals, Cultural Fundamentals and how these relate to division, department, team and individual projects and initiatives.
Skill in:
- Legal analysis.
- Negotiating and drafting commercial and corporate governance documents.
- Using MS Office software to create documents, reports, presentations, and other required assignments.
- Performing tasks with a rigorous attention to accuracy, confidentiality, attention to detail, with mature judgment to function in compelling, fast-paced work environment with deadlines and multiple projects.

Environmental Requirements
- Work primarily in a typical, temperature controlled administrative office setting in a semi-enclosed workspace.
- At times, work in a high-noise environment and extreme weather.

- Be of assistance and serve as a resource for the general public, media, and members of the airport industry.
- Be sensitive and aware of actions and reactions of employees, tenants, Board and Authority members, consultants, the public and outside agencies, and inform supervisor of appropriate concerns.
Licenses; Certificates; Special Requirements:
- Valid Arizona Driver’s license.
- If not currently a member of the Arizona bar, must obtain w/in 1 year of date of hire
- Must obtain and maintain access to the Security Identification Display Area (SIDA).
- Successfully complete the National Incident Management System (NIMS) 100, 200, 700, and 800 requirements and certification within the first year of employment.
- As an employee, you are deemed to be essential personnel as part of TAA's emergency response and must respond to airport incidents as requested/required.
- Will serve at the pleasure of the President/CEO and is not covered by the TAA termination appeals process.
