The Iowa Department of Inspections, Appeals, & Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic leader to join our regulatory department and serve as our Senior Legal Counsel (General Counsel Supervisor) within our Administration division!

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans. DIAL’s Administration division provides coordinated support and critical administrative services for the entire department.
This position serves as the Bureau Chief of the Legal & Policy bureau and the department’s General Counsel. The position provides, directs, and controls the provision of legal services, legislative and policy, administrative rules, and enforcement actions to staff throughout the department so that those programs operate in conformance with applicable laws and that the requirements of those programs are effectively administered and enforced.

What You’ll Do
You will be an integral member of our leadership team, providing direct leadership to the Legal & Policy bureau in supporting the agency’s operations by:
- Ensuring legal representation on enforcement actions to ensure the actions are administered fairly and effectively
- Supervising and effectively managing legal and policy staff
- Advising on legal questions regulations, opinions of the court, attorneys general, and recommends interpretation, outlines the facts of the applicable law.
- Preparing, serving, and filing discovery letters, petitions for enforcement, satisfactions of judgment, subpoenas, warrants, motions, pleadings and other legal documents.
- Ensuring the department’s compliance with State and Federal laws.
- Continuously analyzing operational problems and implement timely, effective, and economical solutions.
- Monitoring legislation potentially impacting the department's operations, including proposing legislation as needed.
- Implementing, monitoring, and updating Administrative Rules related to the department's operations.
- Implementing metrics to allow for data-driven decision-making.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited law school, and experience equal to five years of full-time work in the practice of law.
- Graduation from an accredited law school, and experience equal to three years of full-time work in the practice of law in the employing agency.
- $127,524.80 - $181,105.60/year
