Job Description

This position focuses on public safety by protecting life, property and the state transportation infrastructure, by providing safe and efficient movement of commercial traffic through the State of Arizona. The Fuel Tax Unit is responsible for sampling/analyzing fuel sources during roadside enforcement on vehicles of interest and when conducting unannounced inspections to identify fuel tax fraud. Enforces all state and federal laws and regulations relative to commercial vehicle enforcement and regulatory compliance. Background check and in and out-of-state and overnight travel is required.

Duties

Performs duties to include: screening commercial driver/vehicle credentials, weighing commercial vehicles, performing enhanced vehicle identity inspections, registration compliance, commercial vehicle safety inspections, conducting traffic stops on commercial vehicles, enforcement of all pertinent laws, rules and regulations and all other duties performed by Officers.

Collaborating with ADOT's Financial Management Services group and their team of auditors to use a data driven approach in identifying fuel tax evaders. Fuel Tax Evasion Unit officers to provide education and outreach to individuals and businesses within the related industries.

Conducting surveillance at fueling stations to detect the misuse of dyed diesel fuel and use class fuel. Collecting information about the illegal importation of diversion of untaxed diesel fuel or biodiesel fuels originating from sources outside of Arizona. Supplementing current enforcement efforts with additional operational details which target fuel bootlegging and dyed fuel violations.

Performs the issuance of applicable permits, the routing of over-dimensional loads and the collection of appropriate fees and taxes. Take appropriate enforcement action as authorized by state and federal motor vehicle and operator laws, rules and regulations.

Communicate pertinent information through electronic, written or oral means with peers, supervisors, other agencies, other governmental agencies and the public. Attend various meetings, conferences and training sessions.

Performs generalist functions as mandated by inter-agency and intergovernmental agreements with various Arizona State agencies, federal agencies and bordering states. Provide assistance to the ADOT Office of the Inspector General as required and other duties as assigned.

Prepare reports; resolve technical customer service problems and/or concerns that are referred by ECD personnel and/or customers; provide technical assistance in various areas to representatives of other states, transportation personnel, law enforcement agencies, title and registration offices, industry and clientele.

Maintains AZPOST training requirements to include an AZPOST firearms certification.

Qualifications

Knowledge of:
• Pertinent State and Federal motor vehicle laws, rules and Regulations
• Knowledge of sampling/analyzing fuel sources on vehicles during inspections at construction sites, ranches, farms, other agricultural business locations, and motor fuel stations
• Modern law enforcement methods, best practices and procedures
• Search and Seizure, rules of evidence and custody of prisoners
• Defensive tactics
• First Aid, CPR
• Court systems, procedures and protocols
• Activity reporting and accounting procedures established for the work system
• Principles of report writing
• Have previously served as a certified peace officer in Arizona, another state, or federal agency, and meet all of the minimum qualifications for certification as an Arizona Peace Officer

Selective Preference(s)

Knowledge of Motor Vehicle Laws, rules and regulations; computer skills, report writing and basic money handling experience. Knowledge in Fuel Tax Laws and regulations. An individual who has served honorably as a peace officer in Arizona and their certification as a peace officer has lapsed, or served in another state or a federal agency, may be eligible to gain Arizona POST certification through Waiver Testing in lieu of attending an Arizona peace officer basic course at an academy

Pre-Employment Requirements

Arizona Peace Officer Standards and Training (AZPOST) Full Authority certification. Weapons certified in accordance with AZ P.O.S.T. standards, Valid Driver's License, Arizona Post, Firearms Certification.

As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
