The Department of Revenue's (DOR) Legislation & Policy (L&P) division is seeking to hire a Tax Policy Specialist 3 (Legal) (TPS 3) in Tumwater, WA. The selected candidate will support the department's mission by working with the Legislature and other stakeholders to establish tax policy through the enactment of state tax laws, by developing the department's legislative priorities, and by facilitating implementation of newly enacted state tax laws.

Duties

As a member of this team, you will work closely with division management to evaluate and influence state tax policy by providing timely analysis and feedback on complex legislation and tax policy issues for the Governor, the Legislature, other state agencies, and department staff at all levels.  

Typical functions of a Tax Policy Specialist include
: 
  • Researching, analyzing, and tracking proposed legislation and initiatives. 
  • Collaborating to draft legislation and amendments. 
  • Drafting briefings and other significant documents. 
  • Facilitating interdivisional teams tasked with the implementation of new legislation. 
  • Participating in meetings and studies with external and internal interested parties on important policy tax concerns.
  • Providing technical and policy advice. 
  • Leading development of tax policy issues through collaboration with all stakeholders.
  • Working on interim projects between legislative sessions.    
  • Providing training and education for L&P and the agency's other divisions.
  • Providing formal responses to legislators’ constituent inquiries and correspondence received from the Governor’s Office.

Qualifications

Admission to practice law in the State of Washington; or graduation from an accredited school of law and current admission to practice before the highest court of a state

AND one of the following:
  • Two years of experience as hearings examiner in a governmental agency, assistant attorney general, or practice as an attorney, or two years of professional experience in tax program/policy analysis, tax administration, tax auditing, tax collection, or as a hearings examiner in a governmental agency OR
  • One year of experience as a TPS2 OR
  • Two years of experience as a TPS1.
Note:
  • An LL.M. or master's degree in taxation or closely allied field will substitute for one year of experience.
This position functions within a fast-paced, politically complex environment within which accuracy, timeliness, and excellent written and oral communication skills are essential.
