Job Description

The Senior Public Policy Counsel will play a key role in advancing the association’s legislative and regulatory priorities by providing legal and policy expertise on financial services issues. This individual will monitor, analyze, and advocate on federal and state policy developments affecting the financial industry, and will work closely with internal teams, member institutions, and external stakeholders to shape and influence public policy.

MAJOR DUTIES AND RESPONSIBLITIES

  • Monitor and analyze federal and state legislation, regulations, and policy proposals impacting the financial services sector.
  • Draft policy briefs, comment letters, white papers, and legal memoranda on key issues.
  • Support the development and execution of advocacy strategies with Congress, regulatory agencies, and industry coalitions.
  • Represent the association in meetings with policymakers, regulators, and industry partners.
  • Serve as a subject matter expert to member institutions, providing timely updates and guidance on policy developments.
  • Coordinate and participate in working groups, committees, and task forces.
  • Collaborate with senior leadership to identify emerging policy trends and develop proactive policy positions.
  • Develop and maintain closer and effective relationships with internal ICI stakeholders.
  • Contribute to the association’s public policy agenda and annual advocacy planning.

MINIMUM JOB REQUIREMENTS

Knowledge, Skills and Abilities Requirements

  • Strong understanding of financial regulatory frameworks (e.g., Dodd-Frank, CFPB, SEC, OCC, FinCEN).
  • Excellent legal writing, analytical, and communication skills.
  • Ability to work independently and collaboratively in a fast-paced, policy-driven environment.

Education & Experience

  • J.D. from an accredited law school and admission to at least one U.S. state bar and 8 plus years of experience in legal, policy, or regulatory roles, preferably in financial services, government, or a trade association.
  • Experience working with or within federal regulatory agencies or Capitol Hill preferred but not necessarily required.
  • Familiarity with banking, fintech, payments, or capital markets policy issues preferred but not necessarily required. 
  • Strong network within the financial policy and legal community preferred but not necessarily required.
