This incumbent is responsible providing grants financial management technical expertise and conducting grants financial management training to recipients and staff. Remote work may be approved for applicants outside the Washington, DC commuting area. Candidates located within the Washington DC locality area will be required to report to the worksite but may telework in accordance with agency policy.

The duties and responsibilities for a 1109 Grants Management Specialist (Financial) generally include, but are not limited to, the following:
- Serves as program expert in providing advice and assistance in the development of financial criteria and standards for the planning, implementation, and evaluation of grant proposals.
- The employee resolves complex grant management problems requiring new approaches. Independently performs administrative tasks related to making grants effective
- The employee oversees the financial aspect of grants with full responsibility for carrying out all required monitoring and management duties.
- The employee provides guidance, recommendations, and direction to managers and staff on regulations, procedures and policies in matters related to financial and grant management to improve development, and to introduce and use innovative approaches to financial management practices.

To qualify for the GS-09, you must have one year of specialized experience equivalent to the GS-07 or equivalent band or level; or its non-Federal equivalent that included experience:
- Working in an office that is responsible for the award and management of grants, or cooperative agreements.
- Analyzing grant financial and program data to identify trends, problems, or courses of action; or Participating in the review or evaluation of applications.
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-09 or equivalent band or level; or its non-Federal equivalent that included experience:
- Advising on procedural or regulatory guidance on the availability of or limitations on appropriate use of financial grants.
- Assisting with reviewing or analyzing financial data for consistency with program objectives and for adherence to policies.
- Completing procedural tasks related to the grant administration process, such as assisting with preparing and tracking grants/assistance awards.
PhD., or equivalent doctoral degree; or three full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related, or some specialized experience as described above, but less than one year; and have more than two years but less than three years of education as described above.

- Providing advice or guidance on a variety of grant management (financial) policies, regulations, procedures, or practices.
- Evaluating grantee or awardee performance and compliance.
