Description

Each year, millions of dollars in assets are turned over to the Indiana Attorney General's Office as unclaimed property. It's the job of the Attorney General's Unclaimed Property Division (UPD) to help return these assets to their rightful owners.

Unclaimed property is any tangible or intangible asset with no activity by its owner for an extended period of time. This includes:

  • Money
  • Dormant bank accounts
  • Lost or forgotten uncashed checks
  • Stocks or bonds, dividends, and bond interest
  • Insurance proceeds
  • Utility refunds
  • Safe-deposit box contents

Role Overview/Position Summary:

The Deputy Attorney General of UPD is responsible for examining unclaimed property claims assigned for legal review as well as guiding and advising the unclaimed property staff, claimants, and holders to ensure compliance with the Unclaimed Property statute.  

Examples of Duties

The essential functions of the position are as follows:

  • Examine high dollar and complex claims referred for legal review by analyzing and evaluating financial records and legal documentation (foreign and domestic), from a variety of sources such as claims from individuals, estates, corporations, government agencies, law firms, etc.
  • Collaborate with the UPD Deputy Director and UPD Investigations Supervisor to ensure claims are correctly paid or denied
  • Provide legal guidance to UPD staff regarding questions from the Holder community
  • Assist the Senior Reporting Analyst and Director with complex or stalled audits and advise the contracted audit vendors to ensure compliance with the unclaimed property laws
  • Serve as the point of contact for all PIR and APRA requests that come to UPD and work with the Advisory Division to ensure a response to the request 
  • Collaborate with UPD Director and Advisory to submit contract request proposals and draft and review all UPD contracts
  • Assist the Director with tracking all UPD contracts and procurement requests with the Finance Division
  • Serve as the Indiana UPD representative to the National Association of Unclaimed Property Administrators (NAUPA) Legal Committee and virtually attend all Legal Committee calls
  • Assist the UPD Director on issues of long-term planning, UPD annual goals, and OAG Strategic plan goals and help track outcomes
  • Propose and implement new projects to help modernize and improve the Unclaimed Property Division
  • Monitor and investigate best practices in other states' Unclaimed Property divisions for potential use in Indiana.
  • Oversee updates to forms, letters, instructions, and forward-facing information to ensure legal compliance
  • Make recommendations regarding Unclaimed Property policies and legislative initiatives 
  • Represent UPD at outreach events
  • Perform other duties as assigned or required which are reasonably related to the duties enumerated above


Typical Skills and Qualifications

You must meet the following requirements to be considered for employment:

  •  Licensed to practice law in the state of Indiana
  • Advanced critical thinking, decision-making, and problems-solving skills
  • Ability to convey unclaimed property-related terminology and information in non-technical terms
  • Ability to understand and solve problems by applying subject-matter knowledge and analytical skills
  • Project coordination abilities including the ability to meet deadlines and prioritize tasks
  • Ability to manage and triage between projects and shifting priorities
  • Excellent interpersonal skills
  • Strong organizational and time management skills
  • Computer proficiency including MS Excel, Word and data entry
  • Must become familiar with the Indiana Revised Unclaimed Property Act, Ind. Code Ch. 32-34-1.5
